노인일자리사업에서 ESG 실천이 가지는 가치와 의미 탐색: 부산광역시 ‘우리동네 ESG 센터’ 사례를 중심으로

급속한 고령화에 따라 노인일자리사업이 가지는 중요성이 더욱 커지고 있음에도 불구하고 여전히 사회활동보다는 일자리에 치중하고 있음이 문제시되고 있다. 이에 본 연구는기존의 노인일자리사업이 가지는 한계를 보완하는 새로운 일자리 사업모델로서 부산시에서 추진되고 있는 ‘우리동네 ESG 센터’의 사례에 주목하였다. 해당 사례의 분석을 통해노인일자리 분야에서 ESG 실천이 가지는 가치와 의미를 탐색하고자 하였으며 이를 위해ESG 센터 4개소를 대상으로 기본 현황 자료를 수집하고 제공자를 대상으로 FGI를 실시하여 관련 의견을 수집하였다. 분석 결과 5개의 대범주와 11개의 주제, 그리고 27개의 의미단위가 도출되었다. 연구를 통해 노인일자리사업에서의 ESG 실천이 일자리 사업의 창출효과뿐만 아니라 지역의 환경문제에 기여를 통한 사회적 가치를 창출하고 있음을 밝혔으며, 질 높은 노인일자리 활동을 위한 실천 방안이 될 수 있음을 확인하였다. 이를 근거로노인일자리사업 분야에서의 ESG 실천 확산을 위한 종합적인 방안을 논의하였다.
Abstract
As Korea’s population ages, the importance of senior employment projects continues to grow. However, current programs often prioritize job creation over promoting meaningful social participation. Accordingly, this study analyzed a public job case for the elderly that applies the ESG concept to explore its meaning and limitations. To this end, we collected basic data from four ESG Centers in Busan and conducted a focus group interview (FGI) with service providers to gather relevant insights. The analysis yielded five overarching categories, 11 themes, and 27 meaning units. The findings indicate that ESG-oriented senior employment programs not only provide jobs and income but also create social value by addressing local environmental issues. Based on these results, we propose comprehensive strategies to expand ESG practices within senior employment initiatives.
