디지털 통치하 중국 종교정책의 구조와 선교적 함의 - 《宗教事务条例》, 《互联网宗教信息服务管理办法》, 《宗教教职人员网络行为规范》의 연속성 분석

Under Xi Jinping’s leadership, China has systematically strengthened control over religious activities expanding into digital spaces. This study examines the structural continuity of three regulations-the 2017 Regulations on Religious Affairs, the 2022 Administrative Measures for Internet Religious In formation Services, and the 2025 Code of Conduct for Religious Clergy’s Online Behavior-through the analytical framework of ‘space-platform-actor.’ The Regulations on Religious Affairs legally defined offline religious spaces, the Administrative Measures regulated reli gious information services through digital platforms, and the Code of Conduct completed the control structure by prohibit ing religious clergy’s online activities. These three regulations demonstrate structural continuity by progressively refining control units from space to platform to actor. This regulatory system demands fundamental reconstruc tion of Korean church missions to China. As mission spaces expand to digital platforms and mission media shift online, traditional missiology’s effectiveness weakens. This study pro poses strategies including managing tensions between regula tory compliance and gospel witness, strategic utilization of of fline networks, and long-term support for the Chinese church.
