A Study on ESG Application Plans for Medical Institutions to Strengthen the Linkage between ESG Development Trends and Government Policy

Purposes: This study aims to develop a scalable Korean Healthcare ESG Model (KH-ESG) that addresses the unique challenges of Korean medical institutions facing the "Triple Transition" of climate change, demographic shifts, and digital transformation, and to propose policy integration mechanisms linking ESG performance with existing healthcare evaluation systems. Methodology: The study employs a comparative analysis of global accreditation standards including JCI 8th Edition's Global Health Impact chapter and ISQua EEA 6th Edition's Sustainable Care principles, combined with a critical examination of Korea's current healthcare policy frameworks (Hospital Accreditation System, Medical Quality Assessment Support Grants, and tertiary hospital designation criteria). Findings: Korean healthcare faces a significant ESG implementation gap between large tertiary hospitals and small-to-medium institutions due to resource constraints. The research proposes a dual-track KH-ESG Model: an "Advanced Model" for tertiary hospitals emphasizing Net Zero strategies, Scope 3 supply chain management, and Responsible AI governance; and an "Essential Model" for smaller hospitals focusing on energy efficiency, workforce stability, and community care. Practical Implications: The study presents concrete policy recommendations to institutionalize healthcare ESG through integration with the 5th cycle Hospital Accreditation Standards (2027), expansion of social value indicators in Medical Quality Assessment, and establishment of ESG disclosure requirements for tertiary hospital designation, ultimately strengthening public health system resilience.
