An Efficiency Comparison Analysis Public Wholesale Market and Quasi-Wholesale Market of Agricultural Products

The wholesale market of agricultural products in our country is the public wholesale market which is controlled by government or local government, for example the joint market which is controlled by the agricultural cooperative as producer's organization, and the legal wholesale market which is run by private capital, and the quasi-wholesale market which gets a permission as a retail market but acts as a wholesale market. There are so many unfair trade practices because the quasi-wholesale market is originally retail market which beyond legal restriction like ordinary industrial products does, but the joint market of agricultural cooperative is under legal restriction about unfair trade. The trading of agricultural products through the quasi-wholesale market is going down because of both continuous investment to public wholesale market by government, and development of big retail market, but it keeps up 46% yet. So promoting efficiency of the quasi-wholesale market is very important to activate function of wholesale market, increase farmer's income, buy a goods for a suitable price to consumer and cope effectively with open market, like below. 1st. The mode of trading at the quasi-wholesale market must be handled by trust sale and auction as same as the legal wholesale market does, because the order in marketing will not fall in confusion by private trade. 2nd. If the quasi-wholesale market decides price of goods within its own discretion when farmer consigned commodities, it is impossible for farmer to recognize the price. So the pricing method of the quasi- wholesale market must be arranged by auction which is one of the relatively clear marketing same as the legal wholesale market . 3rd. The legal wholesale market has incidental facilities such as auction places, equipment of refuse disposal, parking lots, but the quasi-wholesale market is located in downtown, small, narrow and no incidental facilities. So the quasi-wholesale market must be equipped with incidental facilities, like the legal wholesale market, to use without any problems. 4th. The quasi-wholesale market must be controlled and managed by government office like the legal wholesale market. 5th. the quasi-wholesale market needs a control office like the legal wholesale market in order to manage every part of market such as fair trading, facility managing, etc.
