＞본 연구는 국가재정정보시스템(NAFIS, National Finance Information System)상에 축적된 예산회계 자료를 이용하여 국가 주요 정책분야 예산사업에 대한 종합 재정상황과 재정운영의 실태를 파악하여 현행 예산 편성 및 운영과 관련된 제도적인 문제점을 지적하고 개선방안을 제시하는데 목적이 있다. 이를 위하여 본 연구에서는 국가재정정보시스템(NAFIS)의 2003년도 예산결산과 2004년도 예산의 지출(세출)관련 자료를 이용하여 국가 주요 정책분야 예산사업 중 ‘농림수산개발사업’을 선정하여 분석하였다. 현행 NAFIS는 외형적으로는 정보시스템의 체계를 갖추고 있으나, 실질적으로는 기존의 수작업체계를 전산으로 옮겨 놓은 것에 불과하여 의미있는 자료의 수집이나 분석을 통해 유용한 재정운용에 관한 정보를 생산하는 데에는 상당한 한계가 있는 것으로 나타났다. 이는 NAFIS의 설계 및 구축 내용에 문제가 있기 보다는 현행 예산 편성 및 운영과 관련된 제도적인 부분에 문제가 있는 것으로 판단된다. 지출장-지출관-지출항 등의 체계가 일관된 기준없이 매년 필요에 따라 자의적으로 변경되는 식으로 운용되고 있으며, 예산 편성 및 집행에 대한 기획예산처와 재정경제부의 사업 분류 내지는 구분 방식과 용어의 통일성, 일관성이 결여되어 있는 것논문접수: 2005. 5게재확정: 2006. 2* 서강대학교 경영대학 경영학과 부교수(E-mail: khwang@sogang.ac.kr)
Abstract
This study tries to identify the institutional problems related to existing governmental projects’ compilation of the budget and actual results and present the ways to improve the problems by understanding actual condition about overall financial status and financial operation of budget programs in principal national policy area. We adopt ‘the development of agriculture, forestry and marine’ budget program and analyze this area using the data on the National Finance Information System(NAFIS).The existing NAFIS is basically no more than the computerized existing manual system. Therefore, there is a fundamental limitation of collecting and analyzing meaningful data using the NAFIS. It is not the problem of the structural design and contents of NAFIS but the institutional problem related to existing governmental compilation of the budget. The system of Budget-Chapter-Part is operated in the way of changing arbitrarily if necessary and the lack of consistency in the terminology and the classification method of the budget program and the account between the Ministry of Planning and Budget and the Ministry of Finance and Economy is important problem. This study would have a significant meaning in that it is the first study based on the NAFIS data and it could be used as the basic materials for the future study.
