전자상거래에 따른 종합물류정보망의 기능과 역할

초록
전자상거래의 발달은 산업구조와 상거래의 변화를 가져왔다. 기존의 제조업체와 도, 소매상과 소비자와의 관계 변화에 따라 물류에 대한 중요도가 더해 가고 있다. 인터넷상에서 실시간으로 이루어지는 전자상거래에서 물류는 그 성패를 가늠할 만큼 중요한 요소라 할 수 있다. 국내에서는 변화하는 정보화시대에 대비하여 정부차원에서 지난 1996년부터 물류분야에서 종합물류정보망을 구축하여 수출입물류와 국내물류의 정보화를 추진하고 있다. 통관망과 더불어 종합물류정보망은 수출입물류에 있어 전자문서교환(EDI)과 컨테이너터미널에서의 게이트자동화와 터미널운영정보서비스를 제공하고 있다. 육상에서는 첨단화물운송시스템(CVO)을 구축하여 화물차량실시간추적 및 수배송주선서비스를 제공하고 육상과 수출입물류에서 정보관리와 통계서비스를 제공하고 있다. 전자상거래에 따른 산업구조와 기술개발 등의 변화 외에도 남북한 긴장완화, 동북아시아 환경변화, 환경친화형 사회 구축 등에 따른 물류정보화에 대한 접근이 필요하게 되었다. 이에 따라 외국에서의 전자상거래의 발달에 따른 물류정보화의 추세, 통신 및 정보기술(IT)의 발달에 따라 구현 가능한 물류정보화 서비스를 살펴보고 국내에서 추진중인 종합물류정보망의 서비스와 시스템의 추진방향에 대해 다루어 보았다. 종합물류정보망에서는 향후 수출입물류정보서비스, 첨단화물운송시스템(CVO), 통합물류DB서비스, 물류거점시설정보서비스, 물류 e-Marketplace 서비스를 구축, 제공할 예정이다.
Abstract
The evolution of the Internet and the advent of e-Commerce created vast changes across all areas of society and social life. The logistics industry was influenced as well. Web-based connectivity and supply chains based on new technologies are becoming essential in the logistics industry. The growth of e-Commerce is becoming increasingly dependent on the ability of logistics services to deliver the goods ordered through the Internet in a timely manner. The Korean government started the national logistics system network, the ILIS (Integrated Logistics Information System) since 1996. The ILIS aimed to utilize existing and future information infrastructure and knowledge bases to build an integrated logistics information network that would provide comprehensive logistics information services for shippers and carriers in order to improve the efficiency of both inventory and information flows in their supply chains. The ILIS currently has four major services: EDI services, Integrated Database services, CVO (Commercial Vehicle Operation) services, and other value-added services. Relationships between North Korea and South Korea embarked the importance and possibility of Korea's being a hub logistics center in Northeast Asia. Being an OECD member, Korea should establish environmentally-friendly logistics system. Based on above-mentioned new trends, the ILIS should include related services. The ILIS services are introduced in this paper, along with the trends of e-Commerce and logistics, newly-introduced skills, techniques and technologies. In this regard, a revised ILIS has the following major services: Export and Import Logistics services, CVO services, Integrated Logistics Database services, Logistics e-Marketplace services and Logistics Hub Facility Information services.
