천연자원이 렌트추구를 통하여 경제성장에 미치는 영향분석

현실적으로 풍부한 천연자원을 소유하고도 낮은 소득 수준에 머물러 있는 국가를 쉽게 찾을 수 있다. 이에 대한 이론적 근거를 제공한 선행연구로는 ‘네덜란드 병’과 ‘렌트추구’의 문헌으로 요약할 수 있다. 본 논문에서는 이러한 선행연구를 바탕으로 설정한 가설을 검정하기 위하여 국가간 자료를 이용하여 실증분석을 행하였다. 렌트추구를 나타내는 대리변수로서 부패인식지수를 이용하여 실증분석을 행한 결과, 천연자원이 풍부한 국가일수록 더 부패할 수 있음을 확인하였다. 또한 국가간 소득 수준에 따라 천연자원이 부패에 미치는 효과가 비선형적인 형태로 존재할 수 있음을 확인하였다. 즉 1인당 GDP 수준이 낮을수록 천연자원이 부패에 미치는 정(+)의 효과가 체증할 수 있다는 것이다. 이외에도 천연자원이 풍부할수록 직접적으로 뿐만 아니라 부패라는 경로를 통해 간접적으로 경제성장에 부(-)의 영향을 미치는 것으로 나타났다. 이러한 결과는 경제성장에 영향을 미칠 수 있는 여러 다른 설명변수를 포함시키는 추정방정식이나, 개발도상국만의 구성된 작은 수의 표본에서도 여전히 성립하였다.
Abstract
It is not difficult to observe the feature that economies with abundant natural resources have tended to grow less rapidly that those with scare natural resources. The plausible explanations for the observation have been summarized as the literature on 'Dutch disease' and ‘rent-seeking.’ Based on the existing theoretical arguments, we establish two hypotheses and empirically examine those using cross-country data. It is found that a country with abundant natural resources (measured as “natural resource exports to GDP in 1971” and fuels, minerals and metals as share of 1978 or 1979 merchandise export") tends to have a higher level of corruption (as a proxy for rent seeking). The possible reason is that a greater amount of natural resources increases the number of entrepreneurs who engage in rent seeking and reduce the number of entrepreneurs who effort in productive activities. In addition, more natural resources and corruption individually lead to lower economic growth. Hence, abundant natural resources can be an obstacle for economic growth both directly and indirectly through corruption. The results are robust to the inclusion of some explanatory variables and to a sub-sample of developing counties.
