인적자원정책 추진체제의 문제점과 정책과제

초록
정부는 교육인적자원부로 하여금 인적자원정책을 총괄하게 한 후 인적자원개발기본법을 공포·시행하고 기본계획을 수립, 인적자원개발회의를 통하여 인적자원정책을 추진해 나갔다. 그러나 그 과정에서 인적자원정책의 범위에 대한 혼선, 인적자원개발회의 초기 정착과정에서의 시행착오, 인적자원정책 총괄·조정 부처의 실질적 역할 미흡 등 문제점이 지적되었다. 인적자원정책을 효율적으로 추진하기 위한 개선방안으로 다음 정책과제를 제시하고자 한다. 정부의 인적자원정책의 전모를 파악할 수 있도록 인적자원정책의 범위를 명확히 정립하고 사회적 자본 형성을 위한 인적자원정책의 중요성을 인식하여야 한다. 인적자원정책의 실효성과 책무성을 강화하기 위하여 인적자원정책 관련 보고서를 국회에 제출하도록 법제화할 필요가 있다. 교육인적자원부 장관의 인적자원정책의 총괄·조정 권한을 강화하기 위하여 인적자원 예산편성 과정에 영향력을 행사할 수 있는 방안이 마련되어야 한다. 인적자원개발회의의 실질적 권한을 강화하는 것이 상징적 위상 강화보다 중요하며 타 정부위원회와 인적자원정책과 관련된 정책마찰을 해소할 수 있도록 인적자원개발회의의 인적자원정책 총괄·조정 기능을 강화하여야 한다.
Abstract
The Ministry of Education and Human Resources Development(MOEHRD) was launched to oversee and coordinate various policies related to human resources. The MOEHRD announced The National Human Resources Development Strategies for Korea as a mid and long-term strategic plan for HRD at the national sphere, and has presided over the Ministerial Commission for HRD(MCHRD). This paper points out some problems of the concept and category of HRD policies, the formation and operation of the MCHRD, and the role of the MOEHRD. This paper made some suggestions for successful implementation of HRD policies. First, we need to clarify the concept and category of HRD policies in every government organizations and recognize the significance of HRD policies for the formation of social capital. Second, we need to revise the HRD Act that some HRD reports are required to submit to the National Assembly in order to strengthen the effectiveness and accountability of HRD policies. Third, the MOEHRD should be authorized to coordinate HRD policies in budget process. Fourth, it is essential to empower the right of the MCHRD to play a central role in coordinating the HRD policies.
