중소제조업의 해외이전과 산업공동화에 대한 실태조사

초록
최근 중소기업을 중심으로 해외직접투자가 활발해 지면서 국내산업의 공동화에 대한 우려가 확대되고 있다. 기업간 경쟁이 심화될 경우, 국가간의 생산비 격차의 이용이나 원자재와 기술 및 시장의 확보를 위해 해외로의 진출은 필연적이지만 급격한 해외이전이나 특정지역으로의 집중은 국내경제 및 기업의 활동에 부정적인 영향을 미칠 가능성이 있으므로 이에 대한 관심과 대응이 요구된다. 본 연구에서는 해외직접투자의 변화추세와 중소제조업의 해외이전 동향에 대한 실태 조사를 통해 공동화의 발생가능성을 진단하고, 이에 대한 대응방안에 대하여 모색해 보고자 하였다. 본 조사에 따르면 중소제조업의 해외진출은 빠른 속도로 증가하고 있으며 업종별로도 더욱 다양해지고 있는 것으로 나타났다. 이전의 목적이나 이전지역 등에 있어 각기 다른 특성들을 가지고 있지만, 국내경영환경의 개선은 이전 및 비이전 기업 모두를 위해 필연적인 과제임이 확인되었다. 즉, 노사문제를 포함한 경영환경 전반에 대한 개선을 통해 해외이전기업의 비율을 낮추고, 잔류기업의 건전성을 확보하며, 연구개발활동 등을 통해 선진산업국과의 경쟁에 대비할 필요가 있다.
Abstract
An increasing number of manufactures are leaving Korea, further raising concerns over the 'hollowing out' of the manufacturing industry. The hollowing out of the manufacturing industry may be an inevitable phenomena as a country develops. But the exodus of manufacturing companies will do much more harm than good to korea at the moment. The purpose of this survey is diagnosis of the possibilities of hollowing out through the outward investment of domestics companies's facilities in small-medium manufacturing industry. Findings indicated that companies should do their best to upgrade business structure and the government is advised to make a business-friendly environment in the nation.
