중소기업 고유업종제도의 실효성에 관한 연구

초록
본 연구는 현행 고유업종제도의 실효성 분석을 통해 중소기업 고유업종제도의 합리적 개선방안을 모색하는데 그 목적이 있다. 이를 위해 통계자료 분석과 인터뷰 조사를 병행 실시하였다.분석 결과, 고유업종의 시장구조는 다수의 중소업체들이 밀집되어 있으며, 다수의 고유업종이 산업 라이프사이클상 성숙기, 쇠퇴기에 접어들어 있고, 국제경쟁력이 지속적으로 감소하는 경향이 있으며, 그 원인은 가격경쟁력의 약화에 있다. 따라서 고유업종제도는 그동안 장기보호를 통한 중소기업의 안정적 성장에는 기여하였지만 현시점에서는 오히려 중소기업의 국제경쟁력 약화를 초래한 측면이 있다.따라서 본 연구에서는 중소기업 고유업종제도와 관련하여 다음과 같은 정책방향을 제시하였다.첫째, 국내 경제의 성장과 산업환경의 변화, 국가간 경쟁의 심화 등에 신축적으로 대응해 나가기 위해서는 고유업종제도를 단계적으로 축소조정해 나가는 방향이 검토되어야 할 것이다. 둘째, 중소기업 고유업종은 우리 경제의 효율을 제고할 수 있는 방향으로 조정해 나가되 그 영향이 상대적으로 작을 업종 순으로 단계적합리적인 해제예시기간 설정을 통해 조정토록 함으로써 해당 업계가 고유업종제도의 개편에 대응해 나갈 수 있도록 해야할 것이다.셋째, 고유업종제도의 폐지는 사업조정제도, 공정거래제도 등 여타 지원제도를 통한 보완대책을 전제로 추진되어야 할 것이다.
Abstract
The Korean Government has performed various policies to encourage the small and medium enterprises(SMEs). Designation of industry for SMEs is one of those policies. In principle, it restricts new entey of large enterprises to specific industries. However, on the country, the policy is said that it weakens the competitiveness of SMEs.This study accompanies by an empirical study was states in order to analyze the effects of designation of industry weather it enforces the competitiveness of SMEs. According to this study, first, the policy works as a strong entry barrier to large enterprises which wants a new entry to the market. It protects the benefit of large enterprises which is already entered into the market rather than it does to SMEs.Second, as the acceleration of domestic market opening under the global competition regime, the regulation on foreign investment is decreasing and imports are increasing. In current circumstances, the regulation on large enterprise entry is unfair, and does not enhance the global competitiveness of industry.As a result, designation of industry does not much for the enforcement of competitiveness of SMEs, and is loosing its effectiveness because of market opening.
