정부출자 벤처투자조합의 선진화를 위한 정책방안 연구

초록
본 연구의 목적은 국내 벤처캐피탈의 현황과 미국 벤처캐피탈의 현황을 비교분석하여, 궁극적으로 투자조합의 효율적 운영을 위한 정책방안 도출에 목적이 있다. 현재 국내 벤처투자시장은 코스닥시장 침체 이후 지속적으로 위축되어 있는 상태이며, 벤처투자 시장이 활성화되기 위해서는 자금-투자-회수의 선순환 구조의 정착이 필요하다. 이러한 측면에서 벤처투자시장이 선진화될 수 있는 기반확대가 무엇보다 중요하게 인식되고 있으며, 이를 위해 미국 벤처캐피탈과의 비교분석을 통해 선진 벤처캐피탈의 노하우를 벤치마킹해야 하는 필요성이 대두된다. 이를 위해 미국의 벤처캐피탈 투자시장 현황과 벤처캐피탈시장의 특징을 조사하였으며, 나아가 투자조합 결성 및 투자 프로세스, 사후관리, 회수 현황, 투자조합 결성 및 운영방법을 분석하였다. 국내 벤처캐피탈 시장에 대한 정부의 직접 출자방식이 본격화된 것은 1998년 하반기부터이며 이후 비약적으로 성장하였다. 물론 정부 자금유입이 국내 벤처캐피탈의 경쟁력 측면에서 순기능만을 한 것은 아니나, 미국 사례에서도 알 수 있듯이 벤처캐피탈의 성장초기 정부의 직접출자는 성장기반 마련을 위해 필요하며, 현재 국내 벤처캐피탈은 한 단계 도약을 위한 과도기적 과정에 있다고 볼 수 있다. 중요한 것은 공공의 성격이 높은 국내 벤처캐피탈이 민간 자본의 유입을 증가시키고 벤처캐피탈로서의 경쟁력을 강화하기 위해서는, 다양한 투자회수시장 확보를 통해 투자조합의 성공적인 운용이 뒷받침되어야 한다는 것이다. 아울러 효율적인 투자조합 결성과 운영방안 마련의 정착을 위해 현재 정부조합과의 펀드 결성 시 수반되는 많은 제약조건에 대한 합리적인 개선과 벤처캐피탈 투자기업에 대한 철저한 사후관리가 수반되어야 할 것이다.
Abstract
This study mainly focuses on helping to frame government's venture capital policy by comparing status of domestic venture capital market with that of foreign venture capital market. Firstly, we've examined the individual status of venture companies, venture capitals, and Kosdaq which constitute venture industry, and analyzed the role of venture capital in domestic economy and the differences of the circumstance of venture capital industry. The second chapter constituting of 3 paragraphs, covers the status of foreign and domestic venture capital industries, and analysis of the differences. In the third chapter, we've analyzed the differences of the organization of venture capitals, the investment patterns, the status of exit, and the earning rates by comparing foreign venture industries. We can expect that findings from this policy study can be referred in the course of changing government's venture capital policy, simultaneously contributing toward establishment of productive venture capital cycle by benchmarking foreign advanced venture capital cycles of fundraising, investing, monitoring, and exiting. To improve the current problems of the government-sponsored unbalanced fundraising practice, the open access for the public in terms of information about the result of fund management is required which will alternatively reduce possible risks of investment in the venture capital industry. Furthermore, we introduce various skills to solve out these kinds of problems resulted from information asymmetry.
