국고보조금의 지역간 재정불균형 감소효과에 관한 연구: 지방교부세와의 비교를 중심으로

지금까지 지방재정조정제도에 관한 모든 연구자들은 지방교부세제도는 지역간 재정적 격차를 감소시키는 역할을 하는 반면 국고보조금제도는 분출효과(spillover effect)로 인한 경제적인 비효율성을 감소시키는 역할을 한다고 주장하여왔으며 이러한 주장에 모두 동의하고 있다. 이 분야에서 국고보조금제도의 지역간 재정적 불균형 감소효과에 대한 주장은 지금까지 어느 누구도 제기하지 않았었다. 따라서 지방교부세가 지역간 재정적 격차를 감소시킨다는 경험적인 연구는 현재가지 많이 진행되어 왔으나 국고보조금이 지역간 재정적인 격차를 감소시킨다는 경험적인 연구는 찾아볼 수 없었다. 그런데 이 연구는 지역간 재정적 불균형의 정도가 심한 상황에서는 국고보조금제도도 지역간 재정적 불균형을 감소시킬 수 있다는 연구가설을 제기하였고 이를 케인즈의 균형국민소득이론과 특별시 및 광역자치단체들의 재정력지수들의 변이계수를 이용하여 이 연구가설을 검증하였다. 이 연구가설을 검증한 결과 국고보조금제도도 지역간 재정적 불균형을 감소시키는데 상당한 효과가 있음을 발견할 수 있었다.
Abstract
Categorical grants and unconditional grants have been transferred for their own purposes. In order to improve the efficiency of fiscal decisions, categorical grants have been used to correct for interjurisdictional spillovers which is externalities that arise from the structure of subnational governments. Unconditional grants have been transferred for decreasing the fiscal difference among jurisdictions. This paper presents and tests the research hypothesis that categorical grants may play a large role in decreasing the fiscal difference among jurisdictions. The results of this research shows that categorical grants have largely contributed to diminish the fiscal difference among jurisdictions.
