초록
전력선통신(Power Line Communication, PLC)은 최근에 부각되기 시작한 통신기술의 하나로써, 미연방통신위원회(Federal Communications Commission, FCC)에서는 그 중요성을 ‘3rd Wire’라는 명칭으로 표현한 바 있다. 이는 개발도상국에서도 전력망은 이미 대부분의 가정에 포설되어 있어 통신을 위해 추가적인 배선작업이 불필요하기 때문이다. 그러나 전력선은 태생적으로 전력의 전송을 위해 설계되었기 때문에 데이터 전송의 목적으로는 잡음 등의 적합하지 않은 특성을 가지고 있다. 이제까지의 전력선 통신에 관한 연구는 대부분 기술적인 면을 중점적으로 다루고 있는데, 현재 전력선 통신기술이 시범 및 초기 사업 진행단계에 이르기까지 성숙한 만큼, 경제적 관점에서의 가치평가에 의한 타당성 검토를 통한 향후 관련사업의 전개방향의 점검이 필수적이라 할 수 있다. 본 연구에서는 기존의 전력선통신의 핵심적 시장진입전략이자 생존전략으로 여겨졌던 박리다매(薄利多賣)의 파격적인 저가격 정책이 시장점유율측면에서는 유리할 수 있으나, 사업가치 증대에는 오히려 해가 될 수 있음을 시사한다. 전력선통신을 활용한 브로드밴드 인터넷은 한국에서 15% 내외의 시장점유율로, 보완적 역할을 할 것으로 예측되었다. 한편 PLC는 유럽형 배전시스템을 보유한 국가나 아시아의 개발도상국에 적용될 때 더욱 경제성이 높아 국내보다 해외에서의 활용가치가 높음을 확인할 수 있었으며, VoIP, AMR, 홈네트워크, 배전자동화, 전력설비 관리 등으로 확장될 수 있는 활용가능성 또한 PLC의 진정한 가치임을 확인할 수 있었다.
Abstract
Power Line Communication (PLC) is one of the newly emerging data communication technologies and has been announced by the FCC as the "3rd wire" because even in developing countries. Power line network is already installed to every home almost over a country, so there is no need for additional new wiring. It is such a great advantage compared to the other technologies in both sides of home and access network. But since the power-line is designed for transmission of the electricity, it has some unfavourable characteristics like noise for data communication. Many researches on PLC have been conducted, but focused mostly on the technical aspects. Now, PLC has matured to the point of field trials and limited deployment. At this point, examination of PLC from an economic perspective is timely and helps future applications of PLC and expansion of related businesses. Methodologically, this paper adopted real option approach considering managerial flexibility and surrounding uncertainties contingent on business environments. This paper focuses on examining the potential economic value of PLC when it is applied to broadband access network (focusing on the South Korea).
