The terrorism which isn't established in general idea and the problem against it is the most pending question to the people. Also, a new terrorism that was brought through 9·11 terror is over our image about the damage and shape. A tragic affair always develope the human history for the better directions. It is a good sample to have the United Nation's Charter Clause 3 Article 2 and the birth of 'International Civil Liverty Law' that protects the individual human rights through World War 2. It is necessary to revise the United Nation's Charter Article39 to find an effective action against terrorism through U.N, by the time many arguments about the number of a permanent member of the UN Security Council are generated by the advice of reformation which Kofi A. Annan, the Secretary-General of the U.N. announced in April. 2005. There is no question about taking an effective action which follows United Nation's Charter Article 41, 42 by Article39, but there are no regulations about which situation is the threat to the peace, the destruction of the peace or the inavsion and there are no restrictions to the right of the U.N. Security Council that judge such as the situations. America interpreted the defense right of U.N voluntarily and attacked Afghanistan and Iraq because of this reason following 9·11 terror. It is the serious challenge to the recent international law under the name of U.N. So, it is essential to revise United Nation's Charter Article39 in order to take an effective action for Anti-terrorism and protect recurrence as thess accidents
