초록
산재보험 업종분류 기준의 조정은 산재보험이 가지는 사회보험으로서의 기능과 행정업무의 효율성을 고려하여 검토되어야 함은 물론이고 산재보험의 목적과 산재보험의 장기발전이라는 큰 틀 하에서 이루어져야 할 것이다. 이런 차원에서 산재보험 업종분류체계의 개선 기준으로는 위험부담의 사회연대성 제고, 업종간 업종내 형평성 배려, 행정업무의 효율성 제고의 조화가 바람직한 것으로 판단된다. 본 연구에서는 현행 산재보험 업종분류체계의 현황과 문제점을 분석하고, 산재보험 업종분류와 한국표준산업분류의 통합 가능성에 대한 타당성 논의와 더불어 표준산업분류에 기초한 새로운 업종분류를 제시하였으며, 신 업종분류에 대한 통계적 타당성을 분석해 보았다. 한국표준산업분류와의 일원화 및 업종 단순화를 지향하여 본 연구에서는 구체적으로 35개 업종으로 재편된 산재보험 (신)업종분류를 제시하였는바 이에 대한 업계 및 일선 행정부서의 면밀한 검토를 통하여 세부적인 조정과 최종안 마련이 필요할 것이다. 국문 색인어 : 산재보험, 업종분류, 요율결정
Abstract
TThe risk classification function of insurance underwriting is quite special in social insurance. Management of criteria of business classification in workers' compensation insurance, as an important part of social insurance, needs to consider business efficiency in practice as well as long-term development of the system. This study proposes three main criteria for improving business classification in workers' compensation insurance: maintenance of social solidarity, raising the individual equity among businesses, and raising the management efficiency in administration. For the development of the system, these three criteria have to be carefully coordinated.In this study, after reviewing the current business classification system of workers' compensation insurance and its problem, a new business classification framework coordinating with the Korea standard industry classification is proposed and statistical analyses have been made to check the feasibility of the new framework. Seeking for simplification of the business classification and coordination with the Korea standard industry classification, the new classification framework with 35 businesses needs to be examined carefully for its feasibility and corrected for its implementation.
