정부의 외국인 고용정책에 대한 변화와 개선방안

초록
본 논문은 1980년 이후 끊임없이 증가하고 있는 외국인 유입에 대한 정부의 고용정책과 변화에 초점을 맞추고 있다. 한국의 중소기업은 3D업종을 중심으로 인력수급의 불균형으로 많은 어려움을 격고 있다. 이에 대한 외부인력의 고용이론은 경제적․정치적 상황에 따라 보완적 이론과 대체이론으로 논의되고 있다. 여기서 정부의 고용정책은 노동의 유연성과 안정적 인력수급 등을 강조하는 보완적 이론에 접근하는 경향이 강하다. 따라서 정부는 외국인 유입에 따른 대응방안으로 해외투자기업연수생제도, 연수취업제도 및 취업관리제, 외국인 고용허가제 등을 적극적으로 도입하고 있다. 이에 대한 정부의 정책들이 일관성 있게 유지되는 것이 아니라, 정책적․경제적 상황에 따라 변화되기 때문에 외국인 인력에 의존하는 국내기업들은 장기적이고 안정된 인력수급대책을 마련하는데 큰 어려움을 겪고 있는 것으로 분석되었다. 앞으로 정부는 외국인 고용정책에 대한 체계적인 관리와 노동력의 유연성 및 종합적인 인력관리시스템을 구축하는 것이 시급하다.
Abstract
Since the year 1980 the dissertation is fixing a focus on employment policy and change of the government against the influx of a foreign nation which increases steadily. The small and medium enterprise of recently Korea 3D types of business in the center manpower supply and is many with imbalance, it is difficult standing. The employment theory against an external manpower will follow in a political und economic situation, it could be asserted with complement theory and transfer theory, but the employment policy of the government is near the complement theory which emphasizes the pliability and the stable manpower supply. The government is introducing overseas investment enterprise trainee system, trainee employment system and foreigner employment license system. The policy of the government in the influx of a foreign nation is not a consistency and it changes in politic and economic situation. Hence, it is difficult for the enterprises which use the manpower of a foreign nation because of changes against government's employment policy of a foreigner. Consequently the government has an urgent need to construct the pliability und systematic management regarding the employment policy of a foreign nation and a work movement.
