최저임금 근로자의 일자리 선택 결정요인 분석

경제위기 이후 우리나라 저임금 근로자 비중의 증가는 소득 불평등 확대 및 근로빈곤층의 증가와 밀접히 관련되어 있다는 점에서 중요한 문제라 할 수 있다. 본 연구에서는 이러한 문제의식을 바탕으로, 최저임금 이하의 임금을 받는 근로자의 특성을 소득계층별로 살펴보고, 패널 프로빗 모형을 활용하여 이들이 최저임금 이하의 일자리를 선택하는데 영향을 미치는 요인을 살펴보았다. 분석결과 최저임금 근로자의 특성은 가구소득별로 큰 차이를 나타냈으며, 저소득 가구를 중심으로 살펴보았을 때 대부분 가구주이면서 60대 이상의 노인들이라는 것을 확인할 수 있었다. 또한 이들이 최저임금 일자리를 선택하는데 영향을 미치는 요인을 소득계층별로 나누어 살펴본 결과 빈곤가구의 경우 노인이면서 배우자이거나, 배우자가 없는 상태가 유의미하였으며, 차상위계층의 경우 빈곤층과는 달리 연령대가 낮은 여성가구주나 배우자, 자녀인 경우가 유의미했다. 이러한 분석결과는 노인빈곤층을 위한 기초생활보장제도 중 부양의무자제도에 대한 개선 및 차상위계층을 위한 EITC(Earned Income and Tax Credit)제도의 필요성을 요구하며, 저임금 노동자의 다양한 특성을 고려한 정책적 대안의 필요성을 제시한다. 특히, 이들의 다양한 특성을 판단하는 기준으로 가구소득의 중요성을 제시하는 바이다.
Abstract
After Korea’s economic crisis, the increase in the low-wage workers ratio is playing an important role in Korea Economy because it has increased the degree of income inequality and the size of poverty class. In order to find an answer to this question, this study investigates what kinds of characteristics are noticed in people who have received below the min. wage and what kinds of factors mainly influence them to choose such a low wage job with the Panel Probit Model. As the result of the analysis, we find that the characteristics of the labor are very differing in according to the family income levels. Focusing on low-income families, we confirm that they are an old aged person and a householder. In addition we analyze the influencing factors of the select for optimal job, firstly, old aged and spouse factor and the without spouse factor are significant in the case of the poverty families. And secondly contrast to the poverty classes, the second highest classes a woman householder or spouses in young aged and children are significant. Therefore, in order to increase the welfare of the low-wage labors, Korea should need some policies such that the necessaries of the improvement on the duty of supporting system in public assistance and EITC (Earned Income and Tax Credit) because they can significantly increase the family income of low-wage labors.
