미국은 핵무기비확산조약(Non-Proliferation Treaty : NPT)의 성립을 주도하였고, 그 이후에도 NPT체제의 발전을 위해 많은 노력을 해 왔다. 그러나 그 이면에 숨겨진 ‘편파적이며 자국이익을 우선시하는’ 미국의 핵정책이 오히려 핵확산방지공약을 희석시키고 있음은 매우 우려스러운 일이라고 아니할 수 없다.따라서 당장 필요한 것은 ‘핵확산의 방지를 통한 국제평화와 안정의 유지’라는 NPT의 목표가 방해 받지 않도록 하는 것인 바, 이를 위해 본 논문에서는 아래의 몇 가지 측면을 구체적으로 검토분석하고 있다. 먼저 ‘Ⅱ’에서는 NPT의 성립과정에서 미국이 어떠한 역할을 하였는지를 검토하고 있다. 둘째 ‘Ⅲ’에서는 NPT의 주요내용과 특징을 검토하고 있다. 셋째 ‘Ⅳ’에서는 미국 핵정책의 이중적 측면을 설명하고 있다. 끝으로 ‘Ⅴ’에서는 상기와 같은 검토를 바탕으로 NPT체제를 강화시킬 수 있는 방안을 제시해 보고자 한다.이상과 같은 검토와 분석을 통해 본 논문에서는 몇 가지의 결론을 제시하고 있는 바, 그것은 아래와 같다. 먼저 국제적으로는 NPT체제가 안고 있는 한계를 극복하는데 가시적 노력을 점차적으로 펼쳐 나가야 할 것이다. 특히 이러한 노력 가운데 가장 선결적이고 기본적인 과제는 핵확산의 방지가 자국의 이익뿐 아니라 국제사회 전체의 이익에 부합한다는 점을 잘 인식시키는 것인 바, 이렇게 될 때 NPT체제는 명실상부한 핵확산방지의 방파제로서 기능하게 될 것이다. 또한 미국과 같이 ‘자국이익’만을 우선시하는 강대국들의 편파적인 핵정책에 대해서는 국제사회의 총의를 모아 다양한 형태로 이의를 제기하여야 할 것이며, 동시에 완비된 핵확산방지 규범의 정립을 위해 노력하여야 할 것이다. 왜냐하면 강대국의 횡포로부터 국제사회 내지 자국의 이익을 지킬 수 있는 최소한의 방파제는 바로 국제법이기 때문이다.다음으로 국내적으로는 NPT체제와 미국핵정책에 정통할 필요가 있음은 물론 분명하면서도 자주적인 핵정책을 세워야 할 것이다. 특히 오늘날 우리나라는 ‘북한핵개발문제의 해결과정’에서, 많은 교훈을 얻고 있을 것으로 판단된다. 따라서 우리나라 핵정책도 평화지향주의를 근간으로 하면서도 ‘국민과 국가의 이익’을 우선적으로 고려하는데 바탕을 두어야 할 것이다. 그러면서 동시에 국력을 키우는 노력을 지속적이고 장기적인 계획으로 지금 당장 착수해야 할 것이다.결국 이러한 노력들이 구체적으로 모아질 때, 국가의 이익은 극대화될 것이고, 그 국민은 행복해질 것이다.
Abstract
The United States had played a leading role to conclude Non- Proliferation Treaty, has much made efforts to develop of NPT regime after that time, too. But it is a matter of great anxiety US nuclear policy having two-faced attitude be prior to a national profit is diluting the commitments of NPT. Accordingly it's very urgent to attain the purpose of NPT maintaining international peace and security through prevention of nuclear proliferation, this paper deals with the followings for that. Firstly part ‘Ⅱ’ discusses the role of US in process of conclusion of NPT. Secondly part ‘Ⅲ’ examines the main contents and limits of NPT. Thirdly part ‘Ⅳ’ analyzes a mutual relation between NPT regime and US nuclear policy. Through the discussion and analysis as mentioned above, this paper presents some conclusion as followings. ① International society must effort to overcome the weak point of NPT regime gradually. Specially most previous and fundamental problem among them appreciate that to prevent nuclear proliferation correspond to not only national profit but also profit of international society, NPT regime will contribute as the bulwark of the prevention through that. And each country should appeal to the public opinion of international society to stop the one-sided nuclear policy of nuclear weapon states such as US, and try to supplement NPT regime, simultaneously. ② Our government must be well acquainted with NPT regime and US nuclear policy, also have a independent and active nuclear policy. Specially our nuclear policy must emphasize to keep profit of nation and people preferentially, with on the foundation of pacifism. And it' s time our government must have a long-term plan to build up national power. In the end, if we try to do these efforts, our national profit will be maximized, the people will be happy.
