u-City로 사회적 효율을 극대화하자!

The Socio-Economic effectiveness which U-City will give our society is very strong. U-City will have a tremendous impact socio-economically on the mitigation of low birth-rate and aging problem, the extension of job recruiting opportunity for women and the disable, the improvement of urban problems like traffic jam and environment pollution etc., strengthening crime prevention and disaster prevention, the enhancement of citizen well-being, the development of balanced country, activating local economy and the utilization of urban management function and so on as well as the direct economic effectiveness like invest induction and technological development etc. Accordingly, many local governments are progressing the U-City election to solve each local governments’ problems as mentioned above through the U-City. Nevertheless, local governments are being criticized severely for their haphazard U-City election. Even though government departments should adjust conflicting interests and map out future strategy, they are absorbed in the extension of their sphere. The U-City election should go ahead with long-term strategy under the frame-work of law and institution not to bring to a conclusion like displaying slogan and the budget waste. First, we should prevent overlapping investment through the amendment of related laws and ordinances like Information Promotion Act etc. Second, we need the institutional assistance and controlling devices for the purpose of locally balanced propulsion of U-City. Ultimately, the Privacy Protection Rule should be prepared to enhance social trust for U-City. Finally, U-City should focus on production, not on consumption directivity like present IT service. In other words, U-City should design and go ahead with the productivity improvement and invest invitation like the invitation of overseas investment, the removal of social non-utility, the solution of urban problem.
