청년 실업과 대안적 해결책으로서의 창업경영교육에 관한 연구

근 들어 청년실업이 증가하면서 심각한 사회문제로 대두되고 있다. 각국의 청년세대 실업은 1990년대 이후 지속적인 증가하여, 2005년 현재 전세계의 청년실업자수는 88백만명에 달하고 있고, 전체 실업자의 47%를 차지하고 있다. 청년실업 해소를 위해 각국의 정부는 직업훈련 투자 등 다양한 정책을 시도했으나 아직까지 성과는 미미하다. 이 연구는 청년실업문제를 해소하기 위한 하나의 대안적 접근으로 청년세대 창업교육을 제시한다. 기업가정신을 중심으로 한 효율적 창업교육은 소자본창업을 통해 스스로의 고용기회를 창출하는 데 도움을 줄 뿐만 아니라, 시장경제 및 기업경영에 대한 이해를 높여, 청년세대를 보다 역량 있는 세대로 훈련시킬 수 있는 장점이 있다. 그러나 청년세대를 위한 창업교육은 각 국에서 시도되고 있기는 하지만, 이에 대한 체계적 연구는 부족하다. 청년세대에 대한 창업경영교육은 소자본창업을 가능케 하여 고용기회를 창출한다. 소자본기업은 변화하는 환경에 유연하게 대응할 수 있을 뿐만 아니라 기술변화 등 창의성을 높일 수 있어 지속가능한 기업으로 성장할 가능성이 높다. 실제로 미국의 경우, 소자본기업에 의해 연간 45만개의 일자리가 창출된다. 뿐만 아니라 경제와 경영에 대한 청년세대의 이해를 높여 보다 경쟁력 있는 인적자원으로 성장할 수 있는 가능성을 부여한다. 이로 인해 스스로 고용을 창출하거나, 역량 있는 핵심인재로 성장함으로써 실업으로부터 탈출할 수 있는 계기를 마련할 수 있다. 앞으로 보다 체계적인 연구를 통해 청년실업을 해소할 수 있는 창업경영교육 프로그램이 마련돼야 한다.
Abstract
This study is aimed at searching for an alternative solution to the global issue of youth unemployment. In recent years increasing global unemployment has hit young generation hard. The number of unemployed youth has increased steadily since 1990s all over the world. Unemployed youth in the world continuously increased to reach a current high of 88 million which proportions 47 percent of the total unemployed. Governments have tried to reduce youth unemployment through a varied type of labor market policies focusing on vocational training. It, however, does not produce a solid outcome partly because the issue of unemployment is a market problem. Now, we need to search an alternative solution. This study places an emphasis on the possibility of entrepreneurship education to abate high youth unemployment in the long run. Entrepreneurship education can provide a foothold to create small businesses which have high abilities to make jobs. Systematic education for entrepreneurship, thus, can be an alternative solution to persisting youth unemployment.
