자치단체의 성공적 복식부기 지식이전에 조직 환경적/지식전달자 특성의 영향

IMF 관리체제 이후 투명한 정부회계제도의 개혁이 요구되면서 정부기관에 복식부기 도입의 필요성을 제기되고 있으며, 행정자치부는 1999년 복식부기 도입 추진을 위한 기본계획을 수립하고 강남구와 부천시를 대상으로 복식부기 회계기준 및 전산프로그램 개발과 시험운영을 실시한 이후 2007년까지 전국의 모든 지방자치 단체에 도입을 추진 중에 있다. 본 연구에서는 성공적인 복식부기 제도 구현을 위해, 복식부기 정부회계 컨설턴트로부터 자치단체 공무원에게 복식부기의 성공적 지식이전에 조직 환경적 및 지식전달자 특성이 어떠한 영향을 미치는지를 분석하고자 하였다.분석을 위해 설문에 응답한 전국 63개 자치단체로부터 회수된 216부의 설문지를 활용하여 AMOS 4.0을 활용한 구조방정식 모형을 사용하였다. 변수로는 지식이전요인으로서 조직환경적 특성(자치단체장 지원과 교육 및 훈련)과 지식전달자 특성(지식전달자 헌신), 지식이전 정도로서의 복식부기 지식이전 및 복식부기 성과로서 복식부기 정보 만족도와 복식부기 도입성과를 사용하였다.분석결과, 복식부기 지식이전에는 자치단체장 지원과 지식전달자 헌신이, 복식부기 성과에는 복식부기 지식이전이 유의적인 영향을 미치며, 복식부기 지식이전 요인 중에서 교육 및 훈련은 복식부기 정보 만족도와 복식부기 도입성과 모두에, 지식전달자 헌신은 복식부기 도입성과에 유의적인 영향을 미치는 것으로 나타났다. 또한 자치단체장 지원은 복식부기 성과에 직접적인 영향을 미치지는 않으나, 복식부기 지식이전을 통해 간접적인 영향을 미치는 것으로 나타났다.
Abstract
The Korean government is planning to adopt double entry bookkeeping in the local government accounting system. The primary objective of this study is to examine the factors affecting the knowledge transfer and success of double entry bookkeeping in local government accounting system. Success of implement in double entry bookkeeping depends on consultant's ability to transfer skillful knowledge and organizational administration ability.This study based on survey questionnaire data collected from 63 local government, and analyzed the cause and effect relationships between the degree of double entry bookkeeping knowledge transfer and two independent variables such as organization－related characteristics (governor's support, education and training), transferor－related characteristics (task commitment). The influence of the degree of double entry bookkeeping knowledge transfer and two independent variables on the success of double entry bookkeeping was also analyzed.The finding suggests that governor's support and task commitment are important factors to transfer of knowledge in the context of double entry bookkeeping. The degree of double entry bookkeeping knowledge transfer and education and training, and task commitment directly influenced and governor's support indirectly influenced on the success of double entry bookkeeping in local government.
