초록
정부와 대기업의 중소기업 정보화에 대한 지원으로 대부분의 중소기업이 ERP 시스템을 운영하고 있다. 그러나 중소기업 정보화 수준은 아직도 대기업에 비해 70% 수준에도 못 미치므로 성과 중심으로 핵심지원 정책을 수립하고 실행하는 것이 필요하다는 주장이 제기되고 있다. 또한, 정부의 강력한 내부통제 요구 등 거래 처리에 대한 적절한 통제 요구로 ERP 시스템에 대한 운영 통제 요구가 강화 되고 있다. 본 논문은 이와 같은 기업 정보화 및 운영 성과 측정 방법에 대한 지속적인 관심과 내부통제 도입에 대한 요구 등 중소기업 경영 환경 변화에 대한 대응 방안으로 ERP(Enterprise Resource Planning) 운영 통제 프레임웍(ERP Operations Control Framework: EOCF)을 제시하고자 한다. EOCF는 5개 중소 기업의 ERP 운영 통제 실태를 조사하여 구축되었는데, 거래 처리, 프로세스 고유, 데이터 품질 등 3개 위험관리 영역별 세부 요인을 도출하고 이를 기준으로 작성된 균형 위험표를 평가 방법으로 사용하고 있다. EOCF는 균형성과표 개념을 바탕으로 실시간 프로세스 위험관리 측면을 보완하고, 내부통제제도의 ERP 시스템 연계를 실현하며 중소기업 정보화의 활용 수준을 향상시키는데 기여할 것이다.
Abstract
Small and medium companies informatization has been greatly enhanced by the supports from government and big companies. However, a recent survey reveals that the informatization level of small and medium companies stays at lower than 70% of that of big companies. This paper presents an ERP operations control framework (EOCF) for the small and medium companies which must proactively react to the changes in the global manufacturing environment requiring informatization, operations performance evaluation, and internal control. EOCF is constructed through case studies on 5 small and medium sized companies with risk areas such as transaction processing, process intrinsic, and data quality. Consisting of three balanced risk cards, EOCF provides real-time business process evaluation mechanism that complements the recent performance evaluation mechanism such as the balanced score card and contributes the operation levels of ERP/SCM while digitizing the internal control.
