초록
아동성범죄는 전세계적으로 심각한 사회문제로 자리 잡았고, 최근에 와서는 아동성애자들의 확산이 더욱 두드러져 문제의 심각성이 더욱 심화되고 있다. 우리나라의 경우도 아동 성범죄의 발생율과 그 흉악성이 날로 심각해져 그 위기감이 고조되고 있는 실정이다. 그런데 많은 연구들이 아동성범죄의 발생에 있어 아동포르노그래피가 그 촉매로 작용하고 있다고 보고하고 있고, 또한 이러한 아동포르노의 확산과 아동성범죄의 실행에 있어, 인터넷은 최고의 도구로 작용하고 있다. 따라서 아동포르노의 방지를 위한 국제적인 움직임에 적극 동참하여 관련 입법을 정비하고, 이와 동시에 인터넷상의 아동포르노의 차단에 최선을 다해야 할 것이다. 또한 아동성범죄의 경우는 단순한 처벌에만 머무를 것이 아니라, 이들의 비정상적 성향에 대한 치료개입이 필요하며, 특히 이들이 공통적으로 보이고 있는 아동포르노의 수집을 위한 인터넷 중독에 대한 치료가 필히 가해져야 한다. 더불어 수감 중이거나 보호관찰중인 아동성범죄자들에게 있어서는 인터넷의 사용이 금지되어야 할 것이다. 그리고 이러한 아동포르노 방지에 있어서는 사회구성원 전체의 공감과 동참이 필요하며, 특히 부모 및 보호자의 역할이 중요하다.
Abstract
The seriousness of child sex crimes is treating the global society and the increasing numbers of pedophiles are making the problem more serious. In Korea, we are also coping with increasing rate of child sex offenses with growing brutality. Many studies report that child pornography operates as a catalyzer in spreading child sex offenses and the best tool, internet accelerates their expansion and rapidity. Therefore, we should actively get involved in internationally arranged movements such as the establishment of legislative method and preventive programs which can crack down on child pornography on the internet. As child sex crimes are not to be dealt with a single punishment, it is imperative to handle child sex offenders with treatment programs which can cure their biased status focusing on the internet addictions such as seeking for child pornography. In addition, using internet by child sex offenders who are in jail or on probation must be prohibited. To expel this devastating child pornography from us, the recognition of this problem and participation by the whole members of our society in those prevention methods are needed. Most of all, the role of parents and guardians of our children is essential.
