범죄다발지역 집중경찰활동에 관한 연구

Recently, Korean National Police Agency has emphasized the innovation of police administration to make an entirely new police organization. There have been many police innovation efforts in the United States. Some of the police activities have been proved the effectiveness by the empirical research. However, others still have been implemented just based on the intuition of police managers without scientific research. Therefore, it is worth to review the previous police programs for the innovation. It is true that some police innovation just imitated the foreign program without proper evaluation or empirical supports. Based on these analytical points of view, this study reviews the effectiveness of the hot spots policing and examines the appropriate ways of application in the South Korean police. In detail, this study reviews hot spots policing in terms of the theoretical backgrounds, historical development and limitations. Also, two hot spots research which have been done in the United States. have been introduced to show the effectiveness. In order to successful application of hot spots policing in the South Korean police, this study recommends 1) the creation of standard operation procedure for the Hot Spot policing, 2) using the Geographic Information System (GIS) in the police operations, 3) redistribution of police personnel and other resources, 4) reinforcement of Patrol Unit in local patrol system, 5) emphasis of Directed Patrol system, 6) intensive patrol on the areas for the entertainment and drinking, and 7) preliminary application of hot spots policing before the actual implementation.
