본 연구는 영세사업장을 위한 퇴직연금 제도를 국제적으로 비교 분석하여 우리나라에 주는 시사점을 도출하고자 하였다. 이를 위하여 영세사업장을 위한 퇴직연금 제도를 가지고 있는 미국, 영국, 홍콩의 제도를 비교 분석하였다. 미국의 경우로 볼 때, 영세사업장을 위한 연금 제도는 절차가 간단하고, 이해하기 쉬어야 하며, 관리 비용이 저렴해야 한다. 영국은 많은 가입자를 유도하여야 하고 관리 비용이 최소화 되어야 한다는 교훈을 주고 있다. 이에 비해 홍콩의 제도는 퇴직연금 구조의 효율성, 수탁자 의무의 강화, 엄격한 규제 및 감시 측면에서 탁월한 장점이 있다. 이들의 제도로부터 볼 때, 영세사업장을 위한 퇴직연금 제도는 다음과 같은 특징을 가지는 것이 바람직하다고 판단된다.: ① 집합적 관리를 통한 투자의 효율성 제고 및 관리 비용의 절감; ② 확정기여형이 적합하며 투자 대상 펀드의 개수 제한이 요구됨; ③ 원금 보전 펀드의 필요성; ④ 수탁자 의무의 강화; ⑤ 가입 대상 사업장의 범위 확대; ⑥ Default 투자 대상의 지정; ⑦ 세제상 불이익 없이 annuity 매입 허용.
Abstract
This study tries to compare small business retirement pension plans internationally and develop some implication to Korea. For this purpose, the cases of the U.S., the U.K., and Hong Kong are analyzed. From the American perspective, small business retirement plan should be easy to understand, simple to introduce, and cost-efficient. The U.K. case implies that cost-efficiency to induce more participants into pension plans is very important. On the other hand, Hong Kong’s MPF shows that small business retirement plans need efficiency of pension structure, fiduciary duty of trustees, stringent regulation and monitoring. From the comparative analysis, we propose the following for the Korean small business retirement plans: ① enhancing investment efficiency and reducing costs through collective management; ② appropriate number of investment alternative for defined contribution plans; ③ need for capital preservation fund; ④ fiduciary duty of trustees; ⑤ free entry into small business retirement plans; ⑥ default investment option; ⑦ allowing for buying annuities without any tax penalty.
