In the era of governance, various policy actors are expected to participate in policy-making, slove local problems, and be responsible for various local policies. In actuality, however, only a few policy actors participate in local policy-making process. In addition, local government were apt to lose the significant meanings put on the roles of local NGO and inhabitants within its jurisdiction. In order to remain an successful Local NGOs and inhabitants in Governance System, authors can be emphasized in two facts : 1) the improvement of alternative plan making ability, 2) the improvement of problem analysis ability.
