이원적 소득세의 입장에서 본 금융소득과세의 구축방향

본 연구에서는 이원적 소득세에 관한 논의와 더불어 우리나라 금융소득과세를 평가하고, 향후 금융소득과세의 구축방향을 제시한다. 본 연구에서 제시하는 정책방향은, 이원적 소득세 부과의 장점을 살려 노동소득과 금융(자본)소득을 구분하여 부과하는 것이 수평적 형평성과 자원배분의 효율성 면에서 바람직하다는 내용이다. 이 때 금융상품을 포괄적으로 규정하여 낮은 세율로 금융소득과세를 부과하는 것이, 금융상품 간의 수평적 형평성을 도모하고 자원배분의 비효율성(또는 후생손실)을 최소화한다는 점을 강조하고 있다. 기존의 논의가 주로 형평성의 입장의 논의인 데 비하여, 본 연구에서는 이처럼 소득과세에 있어 자원배분의 효율성을 중시해야 하는 점도 강조하고 있다. 한편 주식(유가증권) 양도차익과세의 실시는 바람직한 금융소득과세의 구축을 위한 전제라는 인식 하에서, 주식양도차익과세의 필요성과 문제점에 관하여도 구체적인 논의를 하고 있다. 나아가 근로소득에 대한 약 누진과세와 사회보장정책을 충실히 하여 수직적 형평성을 도모하는 등 정책수단 간 역할분담 필요성을 피력하고 있다.<주제어> 이원적 소득세, 금융소득과세, 금융상품, 주식양도차익과세
Abstract
This study reviews the dual income tax, evaluates the taxation for financial income, and proposes the taxation reform for financial income from the viewpoint of the dual income tax. The basic direction of the policy this study suggests is that the financial income and labor income should be taxed separately for horizontal equity and efficiency of resource allocation. This study argues that the unification of the taxation for financial incomes leads to promote the horizontal equity between financial incomes, and to minimize the inefficiency of resource allocation. While the previous studies place emphasis on the equity, this study places emphasis on the efficiency as well. This study discusses the necessity and problems of the taxation for capital gain from transfer of stocks, recognizing that the taxation for capital gain from transfer of stocks is necessary for financial income taxation. Also, this study argues that the assignment of role among policy measures such as the mild progressive taxation for earned incomes and the expenditure policy for social securities.<Key words> dual income tax, taxation for financial incomes, financial goods, taxation for capital gain from transfer of stocks
