Research on the Pay Determination System in Public Officials' Trade Union System - focused on Japanese System

초록

This thesis researches on the pay determination system in public officials' trade union collective bargaining system. The pay of public official is straightly connected to national finance, so it is determined by control of National Congress. Moreover, the standard of public officials' conditions of work is regulated by law and enforcement ordinance. How to harmonize these special characters in public officials' pay determination system and service regulation system with public officials' trade union collective bargaining system becomes conspicuous. Referring to public officials' trade union collective bargaining system in advanced countries, the determination of pay has been done by Government or Neutral Commission. In Japan which is similar to korean law system and social-economic surroundings, the pay determination in public officials' trade union collective bargaining system is done by Japan National Personnel Authority. And Japan National Personnel Authority is under an obligation to compare the pay level of public official to that of non-official and to give advise of pay-increase ratio to Congress. With restriction of national finance democracy and law-determination system in public officials' working conditions, the neutral commission needs to compare the pay level of public official to that of non-official scientifically and the neutral Civil Service Commission needs to give advise of pay-increase ratio to Congress. The collective bargaining by public officials' trade union with employer can be done on the details. And in these procedures the consultation with public officials' trade union has to be regarded as important.

Abstract

This thesis researches on the pay determination system in public officials' trade union collective bargaining system.
