초록
수출업무 절차의 중요 단계의 하나로 해상운송계약에 따른 운송 화물의 수령 또는 선적을 인증하고 그 물품의 인도청구권을 문서화한 선하증권(B/L, Bill of Loading)攀 B/L(船荷證券, Bill of Loading)：해상 운송계약에 따른 운송화물의 수령 또는 선적(船積)을 인증하고, 그 물품의 인도 청구권을 문서화 한 증권을 말한다.攀攀의 발행 및 수령이 있다. 보통 화주, 운송사(포워더), 선사는 이들 서류의 발행을 위해 선적요청서(S/R, Shipping Request)나 포장명세서(P/L, Packing List), 상업송장(C/I, Commercial Invoice)攀Commercial Invoice(C/I)：매매 계약 조건을 정당하게 이행하였음을 밝히는, 판매자(수출업자)가 구매자(수입업자)에게 보내는 서류로 통관 시 필요한 서류이기도 하며 상업 송장이라고도 한다.攀攀, Check B/L을 FAX 기반의 종이 문서로 유통하게 된다. 이러한 과정은 최초 입력한 디지털 데이터를 아날로그 데이터로 변환한 후, 다시 디지털 데이터로 변환하게 되는데 이 과정에서 각 객체마다 많은 인력을 투입하여 반복하고 있다. 이렇게 입력된 디지털 데이터는 쉼표하나만 잘못 입력하여도 클레임이나 계약 파기에까지 이르게 할 수도 있는 중대한 의미를 지니게 되므로 화물을 선적한 후 이러한 무역서류의 발행이나 수령, 확인의 과정에 막대한 비용을 지불하고 있다. 현재까지 개발된 기술을 통한 운용 시스템의 연계는 무수히 많은 무역 조건 및 관련 업체들 간의 다양한 이해관계를 반영하기에는 적절하지 못하였다. 그러므로 추가로 소요되는 막대한 비용 등 근본적인 문제 해결을 위하여 최초 화주로부터 발생되는 정보를 기반으로 정보의 유통채널을 허브(Hub)화 하여 정보를 유통시키고, 화주와 운송사, 선사, 항공사 및 관세사 등에서 사용되고 있는 시스템의 어떠한 변경도 없이 자동으로 정보를 재사용할 수 있게 해주는 ECR 기술을 기반으로 비용절감을 통한 기업의 이익 증가와 무역에 있어서 대외 경쟁력을 확보할 수 있을 것이라 판단된다.
Abstract
Nowadays, the chain competitiveness is emphasized more than a company's own competitiveness. One of the most important processes in import and export is a publication for the Bill of Loading. In the publication of those bills, the investigation of the S/R and B/L is circulated among consignors, forwarders, shipping companies, and airlines by fax and e-mail, and also it can bear the high expense because of One to One system, like an EDI.Each party has to re-input S/R data to their own systems and check it several times. The S/R data are converts repeatedly a digital to an analog type and an analog to a digital type. Also, they should continuously check the S/R data because the errors of the input data and the waste of the cost and time could occur. ECR(Electronic Character Recognition) is a technology which can solve the Problem. ECR samples are used for S/R data which comes from documents written in the digital type. To make N to N composition more efficiently, we made a document hub on the web which converts the existing process to One to One relationship. Throughout the field test for one year, the ECR documents hub system has been verified for the positive effects in costs and time.We hope this study could contribute to get the competitive advantage on the world trade and also helps to build the National Electronic Trade Platform.
