정보화 발전모형 기반의 중소기업 정보화 수준 평가：중소제조업을 중심으로

네트워크 경제에서 중소기업의 정보화 수준은 산업 전체의 생산성을 결정하는데 중요한 역할을 한다. 따라서 중소기업 정보화 수준을 측정하는 연구들이 적지 않게 수행되었다. 그러나, 이들은 정보화에 대한 다양한 개념 정의의 문제와 정보화 발전 단계에 대한 이론적 기반 결여 등의 취약점을 안고 있다. 본 연구는 중소기업 정보화를 “중소기업이 자사의 업무 프로세스 처리에 정보기술을 효과적으로 활용하는 정도”로 정의하였다. 또한, 정보기술 활용 수준은 처방적 정보화 발전모형인 Venkatraman(1995)과 Rayport and Jaworski(1995)의 모델에 근거하여 거래처리 정보 및 분석 정보의 전자적 통합 수준에 따라 다음과 같이 5단계 (1. 기능내 거래처리 통합단계, 2. 기능간 거래처리 통합단계, 3. 기업간 거래처리 통합단계, 4. 통합적 기업경영 단계, 5. New-Business 단계) 중소기업 정보화 발전모형을 개발하였다. 중소기업 정보화 발전 단계를 측정하기 위해 중소제조업을 대상으로 생산전략 유형별로 가치체인을 분석하여 거래 처리에 필요한 기능을 규명하였다. 그리고 각 기능이 보유한 업무프로세스의 입출력 정보를 분석하고 이들 정보의 원천과 목적지를 확인하여 기능내, 기능간, 기업간 프로세스를 분류하였다. 각 기업의 초기 (1-3단계) 정보화 수준은 이들 업무 프로세스에 필요한 거래처리 정보의 전자적 통합 정도로 측정하였다. 4단계는 정보 통합의 범위를 확대하여 거래처리 정보뿐만 아니라 분석 정보의 전자적 통합 정도로 측정하였다. 54개 중소제조기업에서 수집된 자료를 분석한 결과 표본에 포함된 대부분의 중소기업은 1, 2 단계에 분포되어 있으며, 5개 기업만이 3단계 이상에 속하는 것으로 나타났다. 이 결과를 바탕으로 중소기업 정보화를 발전시키기 위한 정책적 제안, 향후 연구에 대한 시사점도 논의하였다.
Abstract
In the network economy, the level of informatization of small and medium enterprises (SMEs) is an important factor in determining the overall level of industry productivity. Existing studies on SME informatization are suffered from various definitions of informatization, which encompass determinants of informatization, consequences of informatization, as well as the level of IT use in their business processes. Inconsistent definitions of informatization hinder cumulative research traditions in this area. Further, existing studies on informatization are not based on theoretical models of evolution in the IT use of a firm, which makes it difficult to prescribe what to do next to enhance the level of SME informatization.Referring to Venkatraman (1995) and Rayport and Jaworski (1995), this study develops a five-stage development model of IT use for SMEs. The five stages are (1) electronic integrations (EI) within functions, (2) EI between functions, (3) EI between firms, (4) Strategic Enterprise Management, and (5) New Businesses. We have developed an instrument to measure each stage of our model for SMEs in the manufacturing sector. Using the data collected from 54 SMEs in Korea, the instrument was validated. The results show that most firms in the sample belong to the first two stages (EI within functions and between functions), while only 5 firms can be classified as the third stage and beyond. Policy implications and future research opportunities are also discussed.
