고졸 청년의 노동시장 이행과 취업 실태

This article analyzes the ‘school-to-work' transition of high school graduates in Korea using the first and second waves of KEEP(Korea Education and Employment Panel) data. The results are as follows. First, making the transition from school to work is by no means easy for high school graduates, with a considerably high level of jobless rate. Especially the graduates of general high schools are found to experience greater difficulties in making the ‘school-to-work' transition compared to the graduates of technical high schools. Second, having experiences of education and training for employment does not positively impact the transition from school to work. Third, high school graduates tend to be employed in occupations and industries that offer them very little opportunities to move up the job ladder and develop their career. Fourth, the graduates with training for employment have a low probability of becoming economically non-active. According to the analysis results, there is a need to develop ‘school-to-work' programs, especially for general high school graduates. The results also imply that unemployed graduates should be provided with appropriate and practical education and training, while those employed should be supported with career development programs. Furthermore, consideration should be given to creating and actively promoting employment network programs linking high school graduates and small- and medium-sized enterprises.
