식품위생법상 식품리콜제도의 개선방안 연구

A Study on Improving Food Recall Service of Food Hygiene Law

초록

This study was designed to offer measures necessary to improve the food recall service of food Sanitation Act in Korea, which was introduced to ensure customer' right for food consumption and ensure the autonomous function of voluntary recall of industry as a part of the administrative reform system. Some approaches were suggested for the improvement of legislation and policy to make sure consumer's food safety. First initiatives included amendment of the provisions of the Food Sanitation Act to improve voluntary food recalls of industry, strengthening penalties and punishment requirements. and to limit mandatory public notice requirements to those products causing serious health hazards to the public. Thorough implementation of the information exchanges post-recall monitoring of FDA are also suggested along with the risk assessment of the recalled products. And, Government must effort to provide standard recall procedures and guideline exerting public awareness strategies for the recall service as an effective tool for preventive measures to guarantee consumer's safety. It is important to change consumer's and industrial perception on food recall with the change in provisions and policy to effectively implement food recall service. Consumers are also encouraged to exercise their rights by actively participating in the recall process.
