비정규 노동시장의 특성에 관한 한일 비교연구

이 논문은 다양한 정부통계를 분석하여 한국과 일본 비정규 노동시장의 성격을 비교했다. 특히 양국 비정규 노동에 대한 기존의 일반화가 타당한가를 검토했다. 기존 연구를 재확인한 것은, 일본의 비정규 노동자는 주로 단시간 노동자이며 자발적이고 직무만족도가 낮지 않은 것에 비해, 한국의 비정규 노동자는 주로 임시직 노동자이며 비자발적 비정규 노동자로서의 성격이 강하고 직무만족도가 낮다는 점이다. 기존 연구와 다른 점들이 발견된 것도 여러 가지이다. 첫째, 정규 노동자와 비정규 노동자의 임금 및 노동조건 격차가 일본에 비해 한국에서 크지 않다는 것이다. 임금격차는 한국에서 오히려 더 작으며 사회복지 및 기업복리에서의 격차도 한국에서 더 크다고 말할 수 없다. 둘째, 한국의 비정규 노동은 ‘전면적 대체형’인 것에 비해 일본 비정규 노동은 ‘제한적 대체형’이라는 유형화도 더 이상 유지될 수 없다. 일본에서 비정규 노동자가 정규직을 대체하는 현상은 여성은 물론 남성에서도 나타나고 있으므로 일본 비정규 노동의 성격도 한국에서와 마찬가지로 ‘전면적 대체형’으로 바뀌고 있다고 보아야 한다. 셋째, 일본 비정규 노동자의 자발성이나 만족도에 무시할 수 없는 변화가 나타나고 있다. 비정규 노동자의 자발성이 약화되고 있고 직무만족도도 정규 노동자에 비해 낮아지고 있다. 넷째, 일본 비정규 노동은 단시간 노동자 위주, 한국의 비정규 노동은 임시직 노동자 위주라는 기존 유형화는 여전히 타당하지만 양국의 차이는 좁혀지고 있다. 전체적으로 볼 때 양국 비정규 노동자의 성격은 서로 유사해지고 있다고 평가할 수 있다.
Abstract
Based on various government statistics, this paper compares the characteristics of non-standard workers in Korea and Japan. I found several facts that are in line with prior studies; while Japan's non-standard workers are mainly part-time, voluntary workers with high level job satisfaction, whereas those in Korea are mainly temporary, involuntary workers with low level job satisfaction. I also found a couple of facts that refute prior studies. First, the gap of working conditions between standard and non-standard workers is not larger in Korea compared with in Japan. Second, non-standard workers are replacing standard workers in both sexes in Japan as well as in Korea. Third, there are considerable changes in the voluntariness and job satisfaction of Japan's non-standard workers. They are becoming more involuntary with lower job satisfaction. Fourth, temporary workers who are not working part time are increasing in Japan. In sum, the characteristics of non-standard workers in Korea and Japan are becoming alike.
