The importance of patent strategies for nations and companies has already been emphasized.As technological convergence has accelerated, and international standardization has increased, many problems about intellectual property have recently arisen. Patent pools are thought to be one of the significant solutions to such problems. In intellectual property(IP) law, a patent pool is a consortium of at least two companies agreeing to cross-license patents and other IP rights relating to a particular technology.Organization of a patent pool can save patentees and licensees time and money. Patent pooling has recently become a hotly discussed field. Generally, governments of technologically advanced countries support the formation of patent pools in many technological fields. South Korea has highly developed science and technology sectors, and is known for world-class information technology(IT).But South Korea's competitiveness in regard to intellectual property rights is not equal to its level of technological development. If Korea were to strategically select certain technological field, and form patent pools, Korean companies could more efficiently exercise and use their patents. Therefore, a patent pool is a necessary strategy to both patentees and licensees. Forming a domestic patent pool is important to develop intellectual property-based industry. If Korea takes the initiative to organize domestic patent pools within selected technological fields, it can soon begin to continuously form other pools, and thereby strengthen its competitiveness.
