시민단체에 대한 행정학자의 참여 평가 - 경제정의실천시민연합을 중심으로 -

초록
우리나라에서 시민운동의 역사는 그다지 오래지 않았다. 짧은 시민운동의 역사에서 행정학자의 역할은 미진했으며, 참여는 최근에 이르러서야 증가하고, 활발해지고 있다. 행정학자들은 과거 정부위원회 참여가 주류를 이루었지만 최근 시민단체 참여로 정부개혁에 대한 균형적인 접근이 어느 정도 가능해지고 있다. 그러나 아직 양적, 질적으로 정부위원회 참여에 비해 현저하게 떨어지고 있다. 그래서 이 연구는 시민단체의 활동이 활발하게 이루어지고 있는 가운데 행정학자의 시민단체 참여를 평가하고자 한다. 행정학자들이 참여하는 대표적 시민단체중의 하나인 경제정의실천시민연합을 사례로 해 경실련의 발전과정에서 행정학자의 역할을 평가하고, 발전방향을 제시하고자 한다. 시민단체에 행정학자들이 참여해 과거 정부위원회에 집중되던 전문가들을 이원화함으로써 정책시각을 균형화하고, 시민단체 내부에 정부에 대한 전문가들의 필요성을 인식하게 하는데 기여했다. 그러나 시민단체에 대한 불충분한 이해와 시각 그리고 전문가로서 지녀야 할 윤리적 의무의 소홀로 인해 다소 부정적 측면이 나타나기도 했다.
Abstract
History of citizen's movement in Korea has not been long. The role of scholars of public administration in the movement was not salient and the participation in the citizen's group has been active only recently. Recent participation of citizen's group somewhat allowed the scholars' balanced approach to the governmental reform, while they mostly participated in the governmental committee in the past. However, the participation of the citizen group's in quantity and quality is insignificant compared to those of governmental committee's. Thus, through this research, we would like to evaluate the participation of scholars of public administration in the citizen's group. Through Citizen's Coalition for Economic Justice(CCEJ), a citizen's group in which a number of scholars participate, we will evaluate the scholars' role in the development of CCEJ and propose its future direction. Participation of these scholars resulted in the balanced perspectives of governmental policy and recognition of the importance of experts in the citizen's group. Unfortunately, insufficient understanding of citizen's group and absence of ethical obligation as an expert aroused some negative aspects.
