세계화시기 한국의 노사관계와 복지체제 변화- 생산레짐론적 시각에서의 재조명

이 연구는 IMF 경제구조조정 이후 신자유주의적 개방경제체제로의 전환을 요구하는 세계화의 외압이라는 새로운 도전에 따른 한국 생산레짐, 특히 노사관계가 복지레짐의 변화와 성격에 어떤 영향을 미쳤는지를 재조명하는 데 목적이 있다. 한국의 생산레짐, 특히 노사관계와 복지체제는 세계화 이전의 제도적 유산이 유지된 채 발전해오는 가운데 부분적으로 복지체제는 새롭게 형성되는 양상을 보이면서 성장해오고 있다. 따라서 이 연구에서는 에스핑 안데르센의 복지체제 논의에 초점을 두되 후자의 ‘자본주의 다양성’ 접근방식을 사용한다. 이에 대한 경험적 논의에서는 신자유주의적 세계화 이후 한국 산업구조와 노동시장구조, 노사관계, 그리고 한국 복지체제의 변화와 성격 등을 경로의존성(path-dependency)과 경로형성(path-shaping), 그리고 생산레짐―특히 노사관계에 초점을 둠―과 복지체제의 제도적 보완성이라는 차원에서 종합적으로 분석한다. 이로써 세계화 이후 복지체제의 위기를 극복해가는 과정이 서구 선진복지국가와는 달리 한국이 경험한 IMF 경제구조조정과 생산레짐의 특수성에 따라 경로의존적 성격을 갖기도 하지만 다른 한편으로 경로형성적 특성을 보인다는 점을 규명하고자 한다.
Abstract
The purpose of this study is to reinterpret how Korean production regime, especially Industrial relations, in accordance with a new challenge of external pressure of globalization which requires the changes to neo-liberalistic open economy regime after IMF economic structural reform affects the change and nature of welfare regime. While Korean production regime, especially industrial relations and welfare regime has been developed in maintaining institutional inheritance before globalization, partially welfare regime has been developed showing an aspect of newly shaped. Therefore, this research focuses on the welfare regime of Esping-Andersen, but adopts the approach of “varieties of capitalism.” In the debate from experience about this, I analyze synthetically Korean industrial structure, labor market structure and the changes of welfare regime after neo-liberalistic globalization in a dimension of path-dependency and path-shaping and of institutional complementarity of production regime―especially focusing on industrial relations―and welfare regime. This paper makes a close investigation that the process in overcoming a crisis of welfare regime after globalization has path-dependency in accordance with IMF economic structural reform and the characteristic of Korean production regime, but in the other hand it shows the characteristics of path-shaping.
