성과주의 예산제도의 평가와 그 결과에 영향을 미치는 요인

초록
우리 나라 정부에 성과주의 예산제도가 도입된 지 몇 년이 지났음에도 불구하고 아직 성과주의 예산제도 도입의 효과나 결과를 평가한 연구는 없다. 본 연구는 비교사례분석 방법을 통하여 성과주의 예산제도의 도입 결과(효과)를 평가하고 그 결과에 영향을 미친 요인들을 분석하였다. 분석결과를 통하여 성과주의 예산제도의 운영체제와 조직의 특성에 따라 성과주의 예산제도 도입의 효과가 다르게 나타남을 알 수 있었다. 조직의 성과목표가 명확하고 구체적이며, 성과지표가 계량화 가능하고, 예산과 성과의 연계 가능성이 높고 예산집행이 자율적이며 성과 평가가 객관적이고 그 결과의 환류 가능성이 높을 때, 성과주의 예산제도의 도입 효과가 높은 것으로 나타났다. 또한 성과목표 추구에서 조직의 독립성이 높으며, 수행 업무가 정책형성 업무가 아니라 정책집행 업무이고, 사업의 기간이 1년 단위로 반복되는 계속사업인 경우, 그리고 사업의 독립성이 높은 경우에 성과주의 예산제도 도입의 효과가 큰 것으로 나타났다. 이런 분석결과를 통하여 정부 부문에 성과주의 예산제도를 효율적으로 활용하는 데에 필요한, 그 제도의 적용 방법, 성과평가 및 그 결과의 환류 방법 등에 관한 여러 가지 정책적 시사점을 얻을 수 있었다.
Abstract
Even if a few years have passed since Korean government implemented performance budgeting, there have not been analyses on the results of the implementation of it. This study evaluated the effects of the implementation of performance budgeting and found the factors affecting them by the method of comparative case study. The results of the analysis is that the effects of performance budgeting vary, depending on the characteristics of its operating system and organization. Clear performance goals, measurable measures for performance, budgeting based on performance and the autonomy of budget implementation, and objective evaluation for performance and the feedback of its results improve the effects of the implementation of performance budgeting. And in the organizations that are independent in pursuing their performance goals and deal with the implementation of policies, and in the programs that are independent and are repeatedly implemented annually, the effects of performance budgeting get improved. From the results of this analysis, the various implications were found that are helpful to the application of performance budgeting to government. They are related to the methods of its application, the evaluation for performance, and the feedback of its results.
