지방정부의 소비자행정체제에 대한 평가

This study focused on evaluating the consumer administration system in local government. Mancur Olson has argued that consumers are less likely to be represented in the policy-making process than producers. Despite of these obstacles, recently consumers have become increasingly active and important participants in the consumer's policy process. With the maturation of local autonomy, local governments is faced with various demands and changes, one of which is to protect the rights of the local consumers. In order to cope with the new situation, the local governments are going ahead with the various endeavors in the field of consumer protection. This study focuses on two categories. It is a section of the infrastructures and achievements in the local consumer administration. The former and the letter are composed five evaluation factors. The former is a ① operational system, ② budgeting, ③ man power, ④ consuming life centers and ⑤ partnership with consumer groups. The letter is a ① education and information , ② consultation and aid, ③ safety and monitoring about unfair bargain, ④ investigation research, ⑤ policy propsals and a public relations for the local consumers. The ultimate purpose of this study is to suggest the direction of future in local consumer administration. Consequently, affairs on local consumers corresponding with local conditions will have to be practiced actively. Service programs for local consumers will have to be developed postively, and consuming life centers must be offered nearer to local consumers.
