외국의 지재권 강화가 한국 정보통신 수출 변화에 미치는 영향 분석

본 연구에서는 한국 정보통신산업을 중심으로 수입국들의 지재권 보호 정도의 변화가 수출에 어떤 영향을 미치는가를 실증적으로 분석하였다. 본 연구의 가장 큰 특징은, 기존 연구들의 결과에서 보여주는 바와 같이 동일시점에서 각 국가들의 지재권보호 정도와 수출 사이의 상관관계를 분석하는 것에서 나아가, 실제로 각 국가에서 지재권 보호정도가 강화 혹은 약화됨에 따라 정보통신 수출액이 어떻게 변화하는가를 비교정태 분석과 같은 방법으로 시간변화에 따른 영향을 직접적으로 보여주었다는 데 있다. 그 결과 시장확대효과가 시장지배력 효과가 더 크다는 사실을 발견하였으며 특히 정보통신산업에서 지재권변화의 효과가 수출에 더 큰 영향을 미침을 발견하였다. 이는 정보통신 분야는 타분야보다 지재권이 더욱 중요하다는 것을 의미하고 있는데 이러한 결과를 이용하여 지재권 분야 통상협상에서는 상대국에게 일반적인 지재권 강화만을 요구하는 데서 나아가 정보통신 분야에서의 지재권 보호를 더욱 강화하는 것을 우리의 요구사항으로 포함시킬 수 있을 것으로 보인다.
Abstract
This paper studies the effects of intellectual property right (IPR) protection on Korean exports in ICT (information communication technology) industry to other countries. In contrast to the existing literature, this study tries to deal with the effects of changes in IP on the exports changes. Thus we regressed the difference terms of the exports on the differences of IP variables. Gravity model is used as a base regression model and we used the patent indices constructed by Park and Wagh Index (revision of Ginarte and Park index). We found the followings; the strengthening of the IP protection results in greater Korean ICT exports through the expansion of market sizes for the Korean exporters; the effect was larger in ICT industry than in the other industries; there is larger 'market power effects' for the low income countries with low imitation ability than for the high income countries.
