Many researches have been done on the general agreements of telecommunication services. However, the past researches were mainly focused on general agreements based on the academic viewpoint. Therefore, the specific improvements of each general agreement were not studied completely due to above reasons. The fundamental way for preventing problems which occur continuously and repeatedly is to pinpoint the weakness of general agreement and to improve those regulations instead of establishing dispute resolution institute. Ministry of Information and Communication can regulate the general agreement of telecommunications services of dominant common carriers according to the section 29 of the Telecommunication Business Act. However, the general agreements of other services could not regulated by officials since those services are not under duty of authorization. This article mainly focus on the idiosyncrasy of general agreements of telecommunication services and suggests the concrete improvements of many regulations of telecommunication services. This article reviews the regulation method of telecommunication services and focus on the relationship between regulation and competition authority. It also reviews the general agreements of major telecommunication services which include local, long distance, international and the Internet call service. This article mentions the characteristics of general agreements of telecommunication services and suggests the improvement way for each general agreement. This article study the current status of general agreements of telecommunication services. It also analyzes the major issues of general agreements from the viewpoint of user protection and categorizes the issues based on the contract formation and performance.
