사회안보와 러시아 극동의 이주문제:연방관계에 대한 시사점을 중심으로

The purpose of this study is to examine the issue of ‘Yellow Peril’ in the Russian Far East and to analyse the implication of the issue to the development of federal relations in Russia. A brief review suggests that federal relations of the Russian Federation have seldom been discussed in the field of foreign policy. In particular, contradictory evaluations have been made for the issue of Chinese immigrants in the Russian Far East. This study employs societal security concept to analyse the issue of Chinese immigrants in the Russian Far East, which leads us to a couple of conclusions. First, there exists a huge gap on estimation of the numbers of Chinese population in the Russian Far East, particularly of illegal immigrants. Second, conflicting interests of the centre and peripheries are reflected in the views of immigrants in the regions. The centre appears to place a higher priority upon its strategic relationship with China, while the regions tended to regard immigrants as a societal threat. Finally, vehement debates between various political actors including the centre and peripheries suggests that federal relations are under adjustment in the field of foreign policy.
