연구자의 내부고발에 대한 윤리적 고찰

A Study on the Researcher's Whistle Blowing in an Ethical Perspective The purpose of this study is to support the whistle blower in ethical perspective. A Whistle blower sounds an alarm from within an organization where he works. He blows the whistle to the organization that threaten public interest. Never the less, whistle blowing often leads to personal loss : to dismissal, reassignment and loss of collegial relationships. Many people in an organization criticizes the whistle blower. I think that the problem is in the researcher's misconduct. There is no ethical improprieties in whistle blowing. If there were no misconduct in the research area, the whistle blower might disappear. Therefore, I think the whistle blower within an organization is needed by our society. In order to enhance the effectiveness of the whistle blowing, I tried to justify whistle blowing by four ethical factor ; virtue, public good, right-obligation and prevention. I insist that the whistle blower has the virtue of courage, the right and obligation to alarm. I stress the whistle blowers concern to the public to increase utility and for the whistle blower to decide how to prevent future' harm. With these reason, I support the whistle blower in this research area. I think that negative cooperation in a researcher's organization will be broken effectively by whistle blowing. So this study recommends the needs of enacting whistle blowers protection. What is more important, is the whistle blower's protection in research ethics, and should be based on the morality.
