친환경시설 환경정보 분석 및 주민친화적 경영방안의 연구

우리나라 뿐만 아니라 지구 전체의 온난화 현상이나 오존층 파괴, 환경호르몬을 배출 등 환경오염의 폐해가 심각해지고 있다. 현재 정부나 지자체가 환경시설 건설을 위해 수주경쟁을 통해 각 건설사를 선정, 발주하는 과정에서 지나친 가격경쟁이나 그 심사에 있어 주민친화시설이나 경관 컨셉에 대한 기준이 모호하고 각 심사마다 그 중요성의 인식이 아직 미흡하다는 것이 시급히 개선되어야 할 문제점으로 제시되고 있다. 본 논문은 이러한 사회적인 필요성을 극복하는 방안으로, 자연과 더불어 사는 인간의 삶의 질의 향상을 위하여 비선호시설의 입지저항의 원인 및 사례연구를 토대로 한 극복 방안과 정부의 지원정책 수립과 적정한 심사기준의 확립에 대한 해결책의 하나로써 본 연구를 하였다. 본 논문에서는 설문조사 결과를 바탕으로 하여 비선호시설의 이미지 개선을 위한 우선적 실천과제는 환경시설 본래의 기능인 완벽한 방지시설의 설치임을 강조하였고 그와 관련된 신기술들을 살펴보았다. 또한, 고도처리를 통한 지역주민의 신뢰를 바탕으로 한 입지저항의 해결이 다른 극복방안보다 우선 되어져야 할 것이다. 나아가 이러한 입지저항의 근본적 해결방안으로써 주민친화공간으로의 활용, 교육․홍보를 통한 사고전환 유도, 상징적 조형물 등에 초점을 맞추어 혐오이미지를 극복하기 위한 지역 랜드 마크로서의 역할과 자연경관을 고려한 건축물의 설계와 환경 친화적․주민 친화적 조경계획과 경영방안을 연구하였다. 또한 환경적으로 건전하며 지속가능한 발전(ESSD : Environmentally Sound and Sustainable Development)의 개념을 도입하여, 시설 입지 지역민에게 환영받는 시설로서 입지저항의 근본적 해결책을 모색하고자 하였다.
Abstract
Environmental contaminations that are warming, ozone layer destruction and endocrine disruptor emission are to be serious not only in our country but in the earth. Currently the central and local government selects construction companies and orders the environmental facility by receiving competition. In the process too much price competition, indistinct evaluation standard of scenery and inhabitant- friendly facility concept and lack of understanding of the importance are presented the point at issue to improve immediately. This thesis is purposed to find a way to overcome the resistance on the basis of the causes and the cases analyzed and a solution to frame a government policy and to establish examination basis. We emphasized founding perfect prevention facilities first to improve the image of unwanted facility from the result of question investigation and researched new related techniques. Also, we concluded that advanced process and inhabitant’s confidence are prior to the other solutions to decrease the resistance against the location of the facility. We focused applying the facility to inhabitant-friendly space, conversing the unwanted image by informing and educating and making symbols. We studied the role as land mark for the area, the construction drawing considering a view of nature and the landscape planning and the management that are eco-friendly and resident-friendly. Also, we introduced the concept of environmentally sound and sustainable development(ESSD) and tried to find a fundamental solution to be an affirmative facility to the people of the region.
