Online Dispute Resolution in EU Choi, Seung-Won* The field of ODR is new but it is based on decades of work in the ADR. Many scholars, governments, international organizations(EU, UNECE etc.), and corporations have all agreed that ODR is an essential part of solutions to the problems raised by the Internet. ODR exists in cyber space, is based on a resolution structure that is convenient and equally accessible to both the claimant and the respondent. It is emerging as an optimal alternative that is cost effective and overcomes the limitations of jurisdiction and governing law. ODR is not tied to geography, so disputants can reach resolution even if they are located on different continents. ODR can be not tied to particular bodies of law and can be priced much more reasonably than legal options. Recently the consensus behind ODR is growing rapidly, but there are some debates about how to ensure that ODR services are fair to consumers, or how best to oversee ODR service providers. This approach gives what is ODR, and how to build effective ODR(especially ubiquitous-based) services and what are main issues on ODR. Now we need to recognize that ODR is not merely online dispute resolution process but one of the highly intellectually computerized multimedia contents like an OAA systems.
