중소형 항만 이용 화주의 목포항선택 결정요인 분석

중소형항만은 시설, 운영, 전략 등 다양한 측면에서 치열한 항만경쟁에서 뒤쳐지고 상대적으로 적은 물동량 처리밖에는 하지 못하며, 이로 인하여 항만의 경영이 악화되고 지역경제에 큰 파급효과를 주지 못하고 있는 것이 현실이다. 이러한 순환구조를 개선하기 위해서는 화주 및 선주의 선호도를 파악하고, 항만으로 화물을 유인할 수 있도록 하는 정책이 필요하다. 이러한 측면에서 본 연구에서는 목포항 항만이용자들의 유인증대를 위하여 성공요인 도출을 위한 광범위한 선행연구를 실시하고, 이를 바탕으로 13개의 항만선택요인을 추출하여 설문지를 구성하고, 목포항을 이용하는 화주 및 선사를 대상으로 설문을 실시하였다. 항만이용자들의 목포항 선택요소는 항만 특성 요인, 물류비용 요인, 지역간 네트워크 요인, 서비스 요인 등 4개 요인으로 형성되었다. 이는 첫째, 목포항의 항만선택을 위해서는 항만의 특성을 살려 선석터미널을 확보하고 창고와 보관시설 등에 투자가 지속적으로 이루어지도록 목포항의 효율적인 항만운영에 대한 대책이 시급한 실정임을 암시한다. 둘째, 지역간 네트워크는 화물의 유입과 출입에 관련한 연계시스템이 항만의 경쟁력을 도모하기 위한 요인으로 파악되며, 셋째, 물류비용의 저렴화 요인과 넷째, 서비스 요인은 대부분의 항만 모두에 강조되어야 하는 항목인 것으로 사료되며 항만자체의 운영의 묘를 살려, 현 상황에서 더 나은 방향으로 끌어 올려야 한다는 것을 알 수 있다.
Abstract
This paper aims to identify and evaluate the determinants of Mokpo Port Choice decisions by Small and Medium Sized Ports Users. This study is based on a questionnaire survey by extracting 13 to attract more Mokpo Port users, and targeted the goods owners and ship owners using Mokpo Port, and carried out an empirical analysis with them. The selection factors of Mokpo Port by the port users include the following four factors: a port features factor, a logistics expense factor, a network factor between regions, and a service factor. These factors imply the following: Firstly, measures for efficient operation of Mokpo Port are urgent so as to secure berths and terminals, and continuously invest in warehouses and storage facilities for the selection of Mokpo Port. Secondly, for the network between regions, a connection system concerning inflows and outflows of cargo is the factor to promote port competitiveness. Thirdly, the low logistics expense factor also is important. Fourthly, the service factor is one of the most important factors.
