기술협력이 지역 중소기업의 혁신성과에 미치는 영향

본 연구는 기술혁신에 관한 지역혁신체제론적 접근과 기술추격론적 접근에 따라 기술협력의 특성과 지역의 제도적 환경이 중소기업의 혁신성과에 미치는 영향을 검토한다. 이를 위해 2003년 부산울산지방중소기업청에서 실시한 부산지역 산업클러스터 현황조사 자료로부터 156개 표본기업을 추출하여 외부기관과의 기술협력과 협력기관의 공간적 입지 변수가 중소기업의 혁신성과에 미치는 영향을 계량모형을 통해 분석하였다. 실증결과 기술협력이 혁신성과에 미치는 영향이 산업에 따라 다른 것으로 나타났는데, 전통 제조업 시장판매기업은 해외기관과의 기술제휴, 전통 제조업 하도급기업은 고객업체, 지식기반산업에서는 동종업체와의 협력이 각각 혁신성과에 기여하는 것으로 나타났다. 그리고 대학이나 연구기관과의 기술협력은 지식기반산업에 종사하는 기업에는 영향을 미치지 못하는 반면, 전통제조업 하도급기업의 혁신성과를 향상시키는 것으로 나타났다. 또 협력기관의 공간적 입지가 혁신성과에 미치는 영향에 관해서는 전통 제조업 하도급기업에서는 지역내 기관과의 협력이 혁신성과에 기여하고, 지식기반산업에서는 지역외부 기관과의 협력이 혁신성과에 기여하는 것으로 나타났다. 이와 같은 결과로부터 산학연 협력네트워크와 기술지원기관의 공간적 집적은 지역 산업 전반에 걸쳐 포괄적으로 적용되는 지역혁신체제의 일반적인 구성 요소가 아니라 지역산업의 특성에 적합한 분야에서만 적용될 수 있으며, 부산지역에서는 전통 제조업부문 선도-연계형 산업지구로서의 특성에 맞추어 대기업과 중소기업간 기술적 상호작용을 지원하는 산학연 네트워크를 강화하는 것이 필요하다는 정책적 함의를 얻고 있다.
Abstract
The requirement for small firms to collaborate, as a means to supplementing and complementing limited internal resources, has dominated much of the academic and policy debate on regional development and small firm innovation. However relatively little empirical work has sought to look further than simple frequency enumeration. This study tried to examine the effect of external linkages and spatial proximity on the technological innovation of small and medium-sized firms. Based on a sample of 156 small and medium-sized firms in Busan, this study considered the innovation-related collaboration and spatial distribution of firm linkages as the determining factors of innovation performance. Empirical result shows that in the case of traditional manufacturing firms foreign direct investment is positively associated with process innovation and technological licensing is negatively associated with process innovation. In the case of subcontracting firms, customer collaboration and university collaboration are positively associated with both product and process innovation. But science-based firms engaged in the innovation-related cooperation with universities does not appear to be linked to innovation performance. With regards to the spatial distribution of firm linkages, it shows that science-based innovators appear more likely to have collaborative partners located at a higher spatial level. On the other hand, subcontracting innovators are more likely to have collaborative partners at a local level. It suggests the importance of inter-firm dynamics, attitude and expectations in facilitating successful collaboration between large firms and their suppliers.
