개정 사립학교법에 대한 신문의 보도태도 분석
The Analysis of Six Major Korean Newspapers' Reports on Private School Law

초록
본 연구는 참여정부 이후 사립학교법 개정을 위한 시기를 1차시기(2003.2.25～2004.10.19), 2차시기(2004.10.20～2005.12.8), 3차시기(2005.12.9～2006.6.30)로 나누어 개정 사립학교법에 대한 신문의 보도태도를 양적·내용적으로 분석하였다. 양적으로는 개정 사립학교법 관련 기사의 연도별·유형별 보도 현황을 분석하였고, 내용적으로는 사립학교법 관련 기사의 보도시기, 제공주체, 내용분류, 그리고 쟁점별 기사에 따른 종합일간지의 보도태도를 분석하였다.주요 분석결과는 다음과 같다. 첫째, 개정 사립학교법에 대한 보도 기사 건수는 시기별로 커다란 차이를 보이고 있었다. 둘째, 총 기사건수는 1,846건으로 많았지만, 그중 단순언급기사가 1,334건이나 되었다. 셋째, 기사의 제공주체가 신문사에 따라 명확하게 구분되었다. 넷째, 쟁점별로 신문사간에 찬반의 논조가 확연하게 드러났다. 분석에 근거하여 다음과 같은 결론을 내릴 수 있었다. 첫째, 신문은 개정 사립학교법에 대한 단순 사실보도에서 벗어나 국민의 여론 형성과 갈등당사자들 간의 충분한 의견을 확인 할 수 있도록 정보 제공의 수준을 높여야 한다. 둘째, 신문은 찬성 논조와 반대 논조의 기사를 통한 일방적인 시각의 정보를 전달해주기 보다는 국민이 중립적인 시각에서 다양한 정보를 가질 수 있도록 해주어야 할 것이다. 셋째, 개정 사립학교법의 문제와 같이 사회적으로 치열한 갈등의 문제가 불어진 경우 신문이 균형 있는 시각을 가지고, 문제의 본질에 접근할 수 있도록 해주어야 한다.
Abstract
The purpose of this study is to analyze six major Korean newspapers' reports on Private School Law between February 25 2003 and June 30 2006. To accomplish this purpose, 1808 articles are categorized into two study frames, such as quantitative and content analysis. Quantitative analysis is counting the total 1808 articles to categorize according to the period and kind. Content analysis is analyzing the meaning articles to categorize according to contents, informants, and issues. Several characteristic features have been found. The results of analysis were as follows: First, This study reveals the Korean newspapers depend heavily upon the period of raising matter which can easily pass over the importance of the period arousing public opinion. So, Korean newspapers have to find out the chance of making public opinion Second, Korean newspapers, which did not show any different level in their contents of news, have concentrated on just simple contents of news. So, Korean newspapers have to provide readers with the high standard of information about Private School Law. Finally, Korean newspapers Newspaper have to provide readers with various and compositive information about Private School Law. Most newspapers similarly emphasize and report the special issues of Private School Law itself the most, and then However, there are some differences among newspapers according to their points of view, interest, and solutions.
