유럽 비정규직 근로자의 사회보장: 영국, 독일, 프랑스의 연금 및 실업보험을 중심으로

The protection for the atypical worker is the important subject with regard to the flexibility of labour market. This study has for the purpose of, in Europe, examining how to protect them by social security and finding policy implications. This study chooses as case the U.K., Germany and France, and domain of social insurance examined is pension and unemployment. The findings of this study are as follows First, relative with the rigidness of social insurance, three countries has the resemblance of, in the domain of qualification for benefit, having the unfavourable measures for the typical workers. Relative with the barriers in coverage, the U.K. has the income thresholds in pension, Germany has the weekly labour time and income thresholds in the pension and unemployment, while France has the coverage of all the employed person. Second, nevertheless the county have the effort of protecting atypical workers by the credited contribution, minimum old-age pension, the shortening the contribution period, the diversity of the calculating method of the contribution period, etc. Third, this study purposes, as the policy implication, the continuous extension of coverage for atypical workers, the introduction of the system of credited contribution and diversity of the calculating method of the contribution period.
