공무원연금의 재해급여 체계평가 및 개선과제: 산업재해보상제도의 재해급여와 비교를 중심으로

The level of compensation for accident in 'Government Employees Pension System' is considerably weaker than the one in 'Industrial Accident Compensation Insurance'. This study is designed to present the problems and solutions of 'Government Employees Pension System' by comparing the benefits between two systems. The focus of the study is to analyze 'Government Employees Pension system' and 'Industrial Accident Compensation Insurance' in terms of the benefits for accidents. The study multi- dimensionally inquires into the current condition and the system of the benefits consisting of 'Nursing Benefits', 'Disability Benefits' and 'Survivor Benefits' in two systems and the result can be summarized as following: ① Introduction of the security system on an injury incurred in line of duty-off ② Improvement the suspension of Disability Benefits in active service ③ Adjustment of Concurrent Benefits of retirement Benefit and Disability Benefits ④ Securing the propriety and diversity of Disability Benefits ⑤ Improvement of Survivor Benefits (introducing Survivor Benefits by accidents, setting up the upper and lower limit of Survivor Benefits) The policy-makers should thoroughly consider those suggestions to settle the right social security system. Korea, in fact, has initiated all kinds of Social Insurance System but people has little understanding of the system. Improvement of 'Government Employees Pension System' would be one step toward building a solid framework.
