The purpose of this study finds what type and managerial direction of a Tariff Free Zone is fit for Busan New Port. First, Busan New Port and the back site are appointed on the Tariff Free Zone, and a complex of physical distribution and production is suitable to the type of that, and an ideal Model for Hong Kong Port is suitable to the managerial direction of that, but a revision and a complement is desired that politics, economic, and social characteristics on Busan should be fit. Second, a best competing port for Busan New Port is the port in Northeast Asia Area, and the best competing port is Shanghai Port among those ports. So, we must inspect closely a developemenr phase and a managerial realities on Shanghai Port, and the managerial realities on 15 Free Trade Zones in Chnise, and we must establish a differentiation strategy for that.
